It requires a Declaration of Opening and an Acknowledgement of Country, tightens public question time (limits, submission deadlines, 15‑minute cap, content rules), expands councillor question scope, gives movers the final reply in debates, and tightens conflict‑of‑interest handling for public questions.\n\nIt affects councillors, staff and residents by making meetings more structured, transparent and accessible for public engagement."},"flash_summary":{"complexity_score":5,"scope_assessment":{"changed":false,"description":"The amendment does not change the legal scope of the local law — it remains a Meeting Procedures local law (see Clause 1.3). Instead it modifies procedural details: meeting agenda order (Clause 4.2 amendments), public question time and response obligations (Clause 5.7 amendments), Members’ question scope and timing (Part 6 amendments), and debate order (Clause 9.5). These are procedural and administrative changes rather than a change in the local government's substantive powers."},"complexity_factors":["Amendments are surgical across multiple clauses of the principal local law (principal local law identified at cl.1.3; amendments set out in Part 2), requiring careful cross-referencing and renumbering.","Public question time is reworked with new format and conduct rules (Clause 5.7(1)(a)–(f)); a per-person limit of 3 questions before others are invited (Clause 5.7(1)(g)); and a 15-minute default cap (Clause 5.7(8)).","Deadlines and response modalities: written questions for tabling must be submitted by 12 noon the day before to guarantee a written response; late submissions may receive a written or verbal response at the Presiding Member’s discretion (Clause 5.7(1)(h)–(j), (k)).","New administrative duties and record-keeping: answers given at meetings must be summarised in the minutes, questions taken on notice require CEO-written follow-up and inclusion in the next agenda (Clause 5.7(4)–(6)).","New discretionary powers for the Presiding Member to refuse responses (with stated grounds) and to extend public question time (Clause 5.7(7) and (9)), which concentrates decision-making and can create variable application.","Changes to Members’ question rules broaden allowable topics to matters relating to the good government of the district and alter how questions relevant to motions are handled (Part 6 amendments, new subclause (3) and edits to subclauses (1)–(2)).","Alteration of debate sequence and speakers’ order (Clause 9.5 amendments) changes how motions are moved, opposed and closed (including right of reply), affecting meeting dynamics and timing.","Deletion and renumbering of subclauses (for example Clause 4.2 edits, Clause 5.17 deletion, and renumbering of Part 6) risks transitional ambiguity and requires careful implementation to avoid inconsistent references."],"plain_english_summary":"This amendment changes how City of Greater Geraldton council meetings are run: it revises opening items, adds an Acknowledgement of Country, tightens public question time (deadlines, three-question limit, written/verbal response rules), clarifies members’ question rules and the order of debate, and gives the Presiding Member and CEO new procedural duties.
