Doubts arose about whether the 1970 Orders were legally valid—specifically, whether the government could simply hand over someone else's infrastructure to new authorities.\n\n**What the Act does:**\n- **Validates** the 1970 Orders (makes them legally effective despite any doubts)\n- **Transfers ownership** of the waterworks from the Latrobe Valley Board to the Morwell Waterworks Trust\n- **Transfers ownership** of the sewerage works from the Latrobe Valley Board to the newly created Churchill Sewerage Authority\n- **Backdates** these transfers to 30 June 1970 (when the original Orders were made)\n- Lets the Governor in Council (the Premier and Cabinet) sort out any property, debts, or obligations between the old and new authorities by making further Orders\n\n**Who it affects:**\n- Residents of Churchill (ensuring their water and sewerage services continued legally)\n- The Morwell Waterworks Trust and Churchill Sewerage Authority (giving them clear legal title to infrastructure)\n- The Latrobe Valley Water and Sewerage Board (transferring assets and liabilities away from them)\n\n**Why it matters:**\nWithout this Act, the legal basis for providing water and sewerage services to Churchill might have been challenged.
