Placing Children in Care (Part 3)**\nSets out what must go into agreements when the government places a child with an approved carer. This includes how long the arrangement lasts, contact arrangements with family, payment details, and special requirements for Aboriginal and Torres Strait Islander children to maintain connections with their culture, family, and community.\n\n**3. Regulating Care Services (Part 4)**\nEstablishes rules for licensed care services (like residential facilities):\n- Requires independent evaluations before licenses are granted or renewed\n- Sets up a register tracking applicants, license holders, and former holders, including their working with children checks, domestic violence history, and suitability assessments\n- Requires licensees to have procedures for staff to report concerns about care standards\n\n**4. Defining 'Suitable Persons' (Part 8)**\nSpells out who qualifies as a 'suitable person' for different roles—having custody of a child, managing a care service, being a foster carer, kinship carer, or provisionally approved carer. Generally requires that the person doesn't pose a safety risk, can meet care standards, and understands the principles of the Act.\n\n**Who it affects:** Child safety officers, foster and kinship carers, residential care providers, mandatory reporters (teachers, doctors, police, etc.), and anyone applying to work with children in the care system.\n\n**Why it matters:** This is the nuts-and-bolts rulebook that makes the broader Child Protection Act work in practice.
