It operates under the *Chemical Usage (Agricultural and Veterinary) Control Act* to protect food safety, the environment, and public health.\n\n**Key parts explained**\n\n**Part 2 — Food safety limits**\n- Sets legal limits for chemical residues left on food crops and in animal products (meat, milk, etc.).\n- If a chemical isn’t listed in the official \"MRL Standard\" (a national food safety code), the legal limit is zero — meaning any detectable residue is illegal.\n- Special rules apply to chemicals in animal feed, banning certain old pesticides (like DDT and dieldrin) entirely.\n\n**Part 3 — Who can use dangerous chemicals**\nThis section restricts who can handle high-risk products:\n\n- **Restricted chemicals**: You need specific vocational training (VET units) to use termite treatments (bifenthrin/chlorpyrifos), timber preservatives (copper/chromium/arsenic), or certain poisons (acrolein, mevinphos, pindone).\n- **Highly dangerous poisons (S7 poisons)**: For chemicals like strychnine or cyanide-based fumigants, you must have either a poisons licence (*Medicines and Poisons Act* authorisation), be a veterinarian, or hold specific spray-safe accreditations.\n- **Rabbit virus (RHDV)**: Only government officers, local councils, or specific pest management boards can use this biological control agent.\n- **Supervision rules**: Some chemicals can be used by less-trained people only if directly supervised by a qualified person and used fewer than 4 days per month.\n\n**Environmental protection for farming**\n- **High-risk farm chemicals**: Special rules apply to five specific herbicides (ametryn, atrazine, diuron, hexazinone, tebuthiuron) used in sugarcane and cattle grazing.\n- **Buffer zones**: These cannot be sprayed within 20 metres of waterways (or 5 metres if there is a vegetated filter strip).\n- **Weather checks**: Spraying is banned if heavy rain is forecast within 48 hours or if winds are too strong/high.\n- **Equipment standards**: Spray nozzles must produce large droplets (not fine mist) to prevent drift.\n- **Quantity limits**: Strict caps on how much can be used per hectare per year.\n\n**Record keeping**\n- Anyone using agricultural chemicals (except simple household products) must write down: what was used, where, when, weather conditions, application rates, and who was supervising.\n- Records must be kept for 2 years (6 years for certain cattle grazing chemicals).\n\n**Part 4 — Hormone implants in cattle**\n- Cattle given hormonal growth promotants (HGPs) must have a triangular ear-mark (20mm sides) punched in their right ear.\n- Detailed treatment records must be kept for 2 years.\n\n**Part 5 — Government fees**\n- If a government inspector must supervise chemical use (for example, when destroying contaminated goods), the user pays hourly fees (higher on weekends) plus travel costs.\n\n**Why it matters**\nThis law prevents untrained people from handling dangerous poisons, stops chemical runoff into the Great Barrier Reef catchment (via the sugarcane grazing rules), ensures Australia’s food exports meet residue standards, and creates an audit trail if chemical misuse harms animals, people, or the environment."},"issue_detection":{"absurdities":[],"contradictions":[]}},"importantCases":[],"_links":{"self":"/api/acts/chemical-usage-agricultural-and-veterinary-control-regulation-2017","history":"/api/acts/chemical-usage-agricultural-and-veterinary-control-regulation-2017/history","analysis":"/api/acts/chemical-usage-agricultural-and-veterinary-control-regulation-2017/analysis","conflicts":"/api/acts/chemical-usage-agricultural-and-veterinary-control-regulation-2017/conflicts","importantCases":"/api/acts/chemical-usage-agricultural-and-veterinary-control-regulation-2017/important-cases","documents":"/api/acts/chemical-usage-agricultural-and-veterinary-control-regulation-2017/documents"}}
