The 2024 amendments (A2024-29) removed three entire sections (7, 8, and 9) that previously dealt with 'complying identifying tags' and specific information requirements for collections. These provisions appear to have been moved to the parent Act or simplified. The current regulation focuses more narrowly on exemptions, child safety, financial reporting, and receipts – essentially operational matters rather than detailed procedural requirements for tags and identification."},"complexity_factors":["Short length (16 sections plus schedule)","Minimal cross-referencing – primarily references back to parent Act (Charitable Collections Act 2003) for definitions","Straightforward structure: preliminary, exemptions, conduct, proceeds, miscellaneous","Only 2 defined terms in the dictionary ('motor vehicle' and 'parental responsibility'), with most definitions imported from other legislation","Simple conditional logic – mostly 'if X then Y' without nested exceptions","Schedule 1 (children's conditions) uses clear prescriptive language with only one exemption (subsection 1.3(5))","No penalty provisions in the regulation itself – relies on parent Act and Criminal Code for offence structure"],"plain_english_summary":"This regulation implements practical rules for charitable fundraising in the ACT under the Charitable Collections Act, affecting licensed charities and fundraisers, schools/parent groups, children who take part, and donors.
