It covers everything from walking your dog to hosting a music festival.\n\n**Who it affects:** Anyone visiting the parks—locals, tourists, event organisers, dog walkers, horse riders, cyclists, and commercial operators.\n\n**Key things it does:**\n\n- **Entry and access:** The Trust can close areas to the public, limit crowd numbers, and designate specific entry/exit points for vehicles. You can be fined for entering closed areas or ignoring these limits.\n\n- **Vehicles:** Cars can only enter at designated points and times. There are speed limits, vehicle-free periods, and restrictions on heavy vehicles. You can be fined up to $100 if the Trust has to open a gate for you outside opening hours.\n\n- **Events and commercial activities:** You generally cannot sell things, busk, hold protests, or run businesses in the park without written permission. The Trust can authorise up to 12 large crowd events per year (like music festivals), but not at Callan Park. Weddings and organised ceremonies need permission in certain areas, sometimes with a fee.\n\n- **Recreation:** Specific rules apply to cycling (helmets required, no large groups), horse riding (no riding at night except in designated areas, no mobile phones while riding), fishing, golf, and camping (prohibited without permission). You cannot swim in the lakes or use drones without approval.\n\n- **Behaviour:** Offensive language, excessive noise, damaging plants or structures, lighting fires (except in designated spots), and being intoxicated are all prohibited. The Trust can ban alcohol in certain areas or during events.\n\n- **Animals:** Dogs must be on leashes (except in designated off-leash areas) and you must clean up after them. Horses have extensive rules about where and when they can be ridden. You cannot harm wildlife or bring livestock without permission.\n\n- **Enforcement:** Authorised officers (including contractors working for the Trust) can give directions, ask for your name and address if they suspect an offence, and remove people or equipment from the park. Most offences carry a maximum penalty of 10 penalty units (around $1,100), with on-the-spot fines ranging from $150 to $1,100 depending on the offence.\n\n**Why it matters:** This regulation balances public enjoyment with protecting the parklands and ensuring safety. It gives the Trust flexible powers to manage large events, protect sensitive areas, and maintain order, while setting clear rules visitors must follow or risk fines."},"flash_summary":{"complexity_score":7,"scope_assessment":{"changed":true,"description":"The regulation replaces the Centennial Park and Moore Park Trust Regulation 2014 (commencement/repeal note at s 2).
