The City of Gosnells amendments materially change scope by (a) empowering Council determinations (cl. 2.2) to set aside or prohibit activities on specified local government property, (b) adding an explicit outright prohibition list (new cl. 2.8A) that restricts conduct on council land (smoking near playgrounds, drones, model aircraft, feeding fauna, boating/fishing/swimming restrictions), and (c) replacing the prescribed-offence Schedule 1 and deleting prior clauses and Schedule 2—altering enforcement reach and penalties.
