McCormick  \nDirector of Aviation Safety\n\n22 June 2011\n\nExemption — precision runway monitor system standards\n\n1 Duration\n\nThis instrument:\n\n(a) commences on 24 June 2011; and\n\n(b) stops having effect at the end of 23 June 2013.\n\n2 Application\n\nThis instrument applies to Airservices Australia (AA) in its capacity as an air traffic services (ATS) provider controlling independent parallel approaches in instrument meteorological conditions (IMC) at Kingsford Smith aerodrome, Sydney (the aerodrome).\n\n3 Exemption\n\nAA is exempt from subregulation 172.065 (1), and subregulations 172.095 (1) and (2), of CASR 1998, to the extent that each subregulation requires compliance with the requirements in paragraph 10.4.2.1 (b) of the Manual of Standards (MOS) — Part 172 (the MOS).\n\n4 Conditions\n\nThe exemption is subject to the conditions mentioned in Schedule 1.\n\nSchedule 1 Conditions\n\n1When using runways separated by less than 1 525 m for independent parallel approaches in IMC at the aerodrome, a wide area multilateration precision runway monitor (WAM PRM) system must be used.\n\n2The WAM PRM system must be operated in accordance with the AA document All Phases Safety Case Sydney Precision Runway Monitor System Replacement, and its supporting documents, as submitted to CASA on 18 May 2011.\n\n3For controlling independent parallel approaches in IMC using the WAM PRM system, AA must ensure that each of the applicable paragraphs of subsection 10.4.2 of the MOS (other than paragraph (b)) is complied with.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2137},"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"The instrument maintains its original limited scope as a specific operational exemption permitting Airservices Australia to use alternative surveillance technology at Sydney Airport under strict safety conditions."},"complexity_factors":["Cross-references to specific regulatory subsections (CASR 172.065 and 172.095) and Manual of Standards provisions (paragraph 10.4.2.1(b))","Technical aviation terminology requiring specialist knowledge (WAM PRM, independent parallel approaches, instrument meteorological conditions)","Conditional limitations tying exemption to specific runway separation distances (<1525m) and specific aerodrome"],"plain_english_summary":"This exemption lets Airservices Australia use a specified Wide Area Multilateration Precision Runway Monitor (WAM PRM) to conduct independent parallel approaches at Sydney (Kingsford Smith) Airport in instrument meteorological conditions, by waiving one technical requirement in the Manual of Standards.
