Gemmell\\]\n\nBruce Gemmell\n\nDeputy Chief Executive and\n\nChief Operating Officer\n\n13 October 2005\n\nExemption — flight check system\n\n1 Duration\n\nThis instrument:\n\n(a) commences on the day after it is registered on the Federal Register of Legislative Instruments; and\n\n(b) stops having effect at the end of 30 June 2006.\n\n2 Application\n\nThis instrument applies to Helicorp Pty Ltd, Aviation Reference Number 435780 (the operator), for its operation of Siksorsky S-64 Skycrane helicopters (the aircraft).\n\n3 Exemption\n\nThe operator is exempt from compliance with regulation 232 of CAR 1988.\n\n4 Conditions\n\nThe exemption is subject to the conditions mentioned in Schedule 1.\n\nSchedule 1 Conditions\n\n1 The operator must:\n\n(a) hold a discrete AOC for the aircraft; and\n\n(b) comply with any conditions mentioned in it.\n\n2 The aircraft may only:\n\n(a) be operated for fire fighting purposes; and\n\n(b) carry crew members.\n\n3 The aircraft must have a flight check system that complies with FAA standards.\n\n4 The operator and the pilot in command must ensure that the normal and emergency checklists are available to the crew in flight.\n\n5 The pilot in command must ensure that the flight check system is carried out in detail.\n\n6 If the aircraft’s checklist information, procedures and instructions are contained in the aircraft’s flight manual, the flight manual:\n\n(a) may be taken to be the flight check system; and\n\n(b) must be available to the crew in flight.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2595},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a standard single-operator exemption that remains tightly scoped to its original purpose—relieving one company from one specific regulatory requirement for a limited time under strict operational conditions."},"complexity_factors":["Limited to single operator (Helicorp Pty Ltd)","Applies to single aircraft type (Sikorsky S-64 Skycrane)","Temporary duration with fixed expiry date","Exemption from single regulation only (CAR 1988, regulation 232)","External reference to FAA standards","Six clearly enumerated conditions"],"plain_english_summary":"This exemption allowed Helicorp Pty Ltd to use FAA flight-check standards for its Sikorsky S-64 Skycrane helicopters instead of Australian checklist rules for a limited period ending 30 June 2006.
