It shifts decision-making power to DAMEs (they may grant up to four months), reduces the immediate compliance burden on certificate holders (fewer urgent reassessments), and increases administrative discretion and the opportunity to defer full medical reassessment—trade-offs expressly limited to the instrument’s operative dates (s 2)."},"complexity_factors":["Narrow, single-issue exemption (addresses only extension period for medical certificates).","Short, fixed duration (commences 1 May 2025, repeals 30 April 2028) — s 2.","Interacts directly with specific CASR provisions (relies on regs 11.160 and 11.205; exempts from subreg 67.220(4) as applied to reg 67.210 applications) — s 1, s 3(2).","Conditioned exemption (maximum extension capped at 4 months) creates a simple constraint on discretionary authority — s 3(3).","Relies on defined terms in Civil Aviation Act/regulations (DAME, medical certificate), requiring cross-reference but not wholesale rewriting of rules (Note).","Low legislative drafting complexity but operational impact requires DAMEs and applicants to track temporal applicability and the 4‑month limit."],"plain_english_summary":"From 1 May 2025 until 30 April 2028, this instrument allows Designated Aviation Medical Examiners (DAMEs) to extend a person’s aviation medical certificate for up to four months rather than being limited to a two‑month extension under existing CASR rules.
