Crawford  \nAviation Group Manager\n\n29 November 2016\n\nExemption — requirement to provide a VASIS\n\n1 Duration\n\nThis instrument:\n\n(a) commences on 1 December 2016; and\n\n(b) is repealed at the earlier of the following:\n\n(i) the end of 30 November 2019;\n\n(ii) the commencement of Parts 119, 121 and 135 of CASR.\n\n2 Application\n\nThis instrument applies to the operator of a certified aerodrome (the operator) in relation to an end of a runway:\n\n(a) that is regularly used as the approach end for jet-propelled aircraft conducting charter operations; and\n\n(b) that is not regularly used as the approach end for jet-propelled aircraft conducting regular public transport (RPT) operations; and\n\n(c) for which, on 30 November 2016, an approved visual approach slope indicator system (VASIS) was not provided.\n\n3 Exemption\n\nThe operator is exempt from compliance with subregulation 139.190 (1) of CASR in relation to the end of the runway.\n\n> Note 1 Subregulation 139.190 (1) of CASR requires the operator of a certified aerodrome to, in accordance with the standards for VASIS set out in the Manual of Standards, provide an approved VASIS for the end of a runway at the aerodrome if that end is regularly used as the approach end for jet-propelled aircraft conducting RPT operations or charter operations.\n\n> Note 2 This exemption does not affect CASA’s power under CASR to issue a direction to an operator to which this exemption applies to provide an approved VASIS.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":3187},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is the original instrument as made; the scope remains limited to the specific exemption for VASIS requirements at particular runway ends used for charter jet operations but not RPT operations, with no expansion beyond the original regulatory relief intended."},"complexity_factors":["Single, clearly defined exemption purpose","Three specific cumulative application criteria (section 2)","Limited cross-referencing to only one substantive regulation (CASR 139.190(1))","Automatic repeal mechanism (sunset clause) with defined duration"],"plain_english_summary":"This instrument temporarily exempts certain certified aerodrome operators from the usual requirement to install visual approach slope indicator systems (VASIS).
