It was issued in 1997 to address specific operational needs of regional SAAB SF340 aircraft (short turnaround times, ground operations with engines off) and applies only to the two airlines named in Schedule 1. There is no evidence of scope creep; it remains a targeted, time-specific exemption rather than expanding into broader aviation lighting rules."},"complexity_factors":["Very short document (approximately 300 words)","Only 1 defined term ('SAAB SF340 aircraft')","Simple conditional structure: two cumulative conditions (ground + engines off) and two alternative safety conditions (pilot present OR flight attendant present)","No cross-references to other legislation beyond naming the enabling regulation and the Civil Aviation Order being modified","Limited scope: applies to only two specific airlines and one aircraft type","Clear, single-purpose exemption with straightforward operational requirements"],"plain_english_summary":"This is a specific exemption issued by the Civil Aviation Safety Authority (CASA) that allows two Australian airlines—Kendell Airlines and Hazelton Airlines—to turn off the emergency exit lights on their SAAB SF340 aircraft while passengers are still on board, but only when the plane is on the ground with its engines turned off.\n\nNormally, aviation rules require emergency exit lighting to stay on whenever passengers are on board. This exemption relaxes that rule for these specific aircraft, but with strict safety conditions:\n\n- **A pilot must be in the cockpit OR a flight attendant must be at their station** whenever the lights are off, so someone can immediately turn the emergency lights back on if needed\n- **The emergency lighting batteries must always be fully charged** and ready to go at a moment's notice\n\nThis exemption recognises that these particular aircraft are often used for short regional flights where keeping engines running while on the ground is impractical, but ensures passenger safety isn't compromised by requiring crew presence and system readiness."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
