Skidmore\\]\n\nMark Skidmore AM  \nDirector of Aviation Safety\n\n29 June 2016\n\nExemption — flight examiner rating for holders of CAO 82.0 check pilot approvals\n\n1 Duration\n\nThis instrument:\n\n(a) commences on 1 July 2016; and\n\n(b) is repealed at the end of 31 August 2018.\n\n2 Application\n\nThis instrument applies to the holder of a Civil Aviation Order (CAO) 82.0 check pilot approval.\n\n3 Exemption\n\nThe holder of a check pilot approval issued under CAO 82.0 is exempt from holding a Part 61 flight examiner rating prescribed in Item 9 of Table 61.375 for subregulation 61.375 (7) of CASR 1998, but only for the purpose of conducting an operator proficiency check, other than an operator proficiency check for the purposes of regulation 61.650, 61.695 or 61.880 of CASR 1998, within the scope of his or her CAO 82.0 check pilot approval.\n\n4 Conditions\n\nThe exemption is subject to the conditions set out in Schedule 1.\n\nSchedule 1 Conditions\n\n1 The operator proficiency check must be conducted in accordance with the operator’s approved training and checking system.\n\n2 The operator proficiency check must be conducted in accordance with all the conditions specified in the CAO 82.0 check pilot approval.\n\n3 The holder of the CAO 82.0 check pilot approval must be working for the operator while conducting an operator proficiency check.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2373},"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"The instrument maintains its original narrow scope as a targeted transitional exemption, limited specifically to CAO 82.0 check pilot holders conducting routine operator proficiency checks under the specified conditions."},"complexity_factors":["Multiple cross-references to external Civil Aviation Safety Regulations (CASR 1998 regs 11.160, 61.375, 61.650, 61.695, 61.880)","Nested conditional limitations ('but only for the purpose of... within the scope of')","Requires understanding of transitional aviation law (legacy CAO 82.0 approval system vs Part 61 framework)"],"plain_english_summary":"This instrument lets experienced check pilots approved under CAO 82.0 conduct operator proficiency checks without also holding a Part 61 flight examiner rating.
