{"id":"F2005B00641","name":"CASA 537/03 - Direction under regulation 208 relating to the carriage of cabin attendants in balloons","slug":"casa-537-03-direction-under-regulation-208-relating-to-the-carriage-of-cabin-attendants-in-balloons","collection":"legislative_instrument","jurisdiction":"commonwealth","status":"repealed","isInForce":false,"actNumber":null,"makingDate":null,"administeringDepartment":null,"currentVersion":{"id":32116,"registerId":"commonwealth-F2005B00641-current","compilationNumber":null,"startDate":"2026-04-01","status":"Repealed","reasons":null,"registeredAt":null},"sections":[{"sectionNumber":"1","sectionType":"section","heading":"CASA 537/03 - Direction under regulation 208 relating to the carriage of cabin attendants in balloons","content":"INSTRUMENT NUMBER: 537/03\n\nCIVIL AVIATION REGULATIONS 1988\n\nDIRECTION UNDER REGULATION 208 RELATING TO THE CARRIAGE OF CABIN ATTENDANTS IN BALLOONS\n\nI, DALE EDWARD SOUTH, Team Leader Flying Operations, Central Area Office, a delegate of CASA, under regulation 208 of the Civil Aviation Regulations 1988, and having regard to the safety of air navigation, direct that the E-300 model hot air balloon operated by Balloon Academy Pty Ltd (ACN 008 101 924) and whose details are set out in Schedule 1 may engage in charter operations that involve carrying 16 passengers without carrying a cabin attendant on condition that:\n\n(a) the duties and responsibilities of the pilot in command relating to the briefing and control of passengers in normal and emergency situations are set out in the operator’s operations manual; and\n\n(b) during the operations, an approximately equal weight of passengers is located in each of the balloon’s 4 compartments; and\n\n(c) during the operations, the passengers are, at all times, in a position to hear any instructions given by the pilot in command; and\n\n(d) before take-off, the pilot in command briefs the passengers on all emergency procedures; and\n\n(e) the operations are conducted in accordance with all relevant requirements set out in section 20.16.3 of the Civil Aviation Orders, other than subparagraph 6.1 (a) and paragraph 7.1.\n\nThis instrument comes into effect on gazettal and stops having effect at the end of November 2006.\n\nSCHEDULE 1\n\nBALLOON OPERATED BY BALLOON ACADEMY PTY LTD\n\n| Manufacturer | Model | Registration |\n| ------------ | ----- | ------------ |\n| Kavanagh     | E-300 | VH-BPO       |\n\n\\[Signed D.
