{"id":"F2005L00063","name":"CASA 33/05 - Direction under regulation 208 relating to the carriage of cabin attendants in balloons","slug":"casa-33-05-direction-under-regulation-208-relating-to-the-carriage-of-cabin-attendants-in-balloons","collection":"legislative_instrument","jurisdiction":"commonwealth","status":"repealed","isInForce":false,"actNumber":null,"makingDate":null,"administeringDepartment":null,"currentVersion":{"id":33427,"registerId":"commonwealth-F2005L00063-current","compilationNumber":null,"startDate":"2026-04-01","status":"Repealed","reasons":null,"registeredAt":null},"sections":[{"sectionNumber":"1","sectionType":"section","heading":"CASA 33/05 - Direction under regulation 208 relating to the carriage of cabin attendants in balloons","content":"![](image.001.png)\n\nInstrument Number: CASA 33/05\n\nCIVIL AVIATION REGULATIONS 1988\n\nDIRECTION UNDER REGULATION 208 RELATING TO THE CARRIAGE OF CABIN ATTENDANTS IN BALLOONS\n\nI, William Stewart McAlister, Area Manager NSW Country Office, a delegate of CASA, under regulation 208 of the Civil Aviation Regulations 1988, and having regard to the safety of air navigation, direct that the E300 Kavanagh hot air balloon bearing the nationality and registration mark VH-XEN and operated by Dawn Drifters Pty Ltd (Aviation Reference Number 564923) may engage in charter operations that involve carrying not more than 16 passengers without carrying a cabin attendant on condition that:\n\n(a) the duties and responsibilities of the pilot in command relating to the briefing and control of passengers in normal and emergency situations are set out in the operator’s operations manual; and\n\n(b) during the operations, an approximately equal weight of passengers is located in each of the balloon’s compartments; and\n\n(c) during the operations, the passengers are, at all times, in a position to hear any instructions given by the pilot in command; and\n\n(d) before take-off, the pilot in command briefs the passengers on all emergency procedures; and\n\n(e) the operations are conducted in accordance with all relevant requirements set out in section 20.16.3 of the Civil Aviation Orders, other than subparagraph 6.1 (a) and paragraph 7.1.\n\nThis instrument comes into effect on the day after registration on the Federal Register of Legislative Instruments and stops having effect at the end of December 2005.\n\n\\[signed by W S McAlister\\]\n\nW S McAlister\n\nArea Manager\n\nNSW Country Area Office\n\n12 January 2005","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2866},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a specific, narrow exemption issued under the existing powers of regulation 208.
