Waters\\]\n\nJames Waters\n\nManager, General Aviation Operations\n\n25 August 2005\n\nDirection — carriage of cabin attendant in hot air balloon\n\n1 Duration\n\nThis instrument:\n\n(a) commences on the day after it is registered on the Federal Register of Legislative Instruments; and\n\n(b) stops having effect at the end of June 2008.\n\n2 Application\n\nThis instrument applies to the Colt 315A balloon:\n\n(a) bearing the nationality and registration marks VH\\-YSH (the balloon); and\n\n(b) operated by International Balloon Flight Company (Australia) Pty Ltd, trading as Hunter Valley Hot Air Ballooning (Aviation Reference Number 572815) (the operator).\n\n3 Direction\n\nThe operator may engage in operations involving carrying more than 15 passengers without carrying a cabin attendant.\n\n4 Conditions\n\nThe direction is subject to the conditions mentioned in Schedule 1.\n\nSchedule 1 Conditions\n\n1 No more than 18 passengers may be carried.\n\n2 An approximately equal weight of passengers must be located in each passenger compartment.\n\n3 During the operations, the passengers must, at all times, be in a position to hear any instructions given by the pilot in command.\n\n4 There must be 2 suitably trained ground crew available, with 1 at either end of the basket, to assist the pilot with the embarkation and disembarkation of passengers.\n\n5 The training required by the ground crew mentioned in clause 4 must be included in the operator’s operations manual.\n\n6 The operations must be conducted in accordance with Civil Aviation Order 20.16.3, other than subparagraph 6 (1) (a) and paragraph 7.1.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2352},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a specific exemption instrument limited to one balloon registration and operator.
