Marcolin\\]\n\nJim Marcolin\n\nActing General Manager\n\nGeneral Aviation Operations\n\n27 May 2005\n\nDirection — carriage of cabin attendants in hot air balloons\n\n1 Duration\n\nThis instrument:\n\n(a) commences on the day after it is registered on the Federal Register of Legislative Instruments; and\n\n(b) stops having effect at the end of May 2008.\n\n2 Revocation\n\nInstrument CASA 611/04 is revoked.\n\n3 Application\n\nThis instrument applies to the B350 balloon (the balloon):\n\n(a) bearing the nationality and registration marks VH\\-UNK; and\n\n(b) operated by Windward Adventures Pty Ltd (Aviation Reference Number 403420) (the operator).\n\n4 Direction\n\nThe operator may operate the balloon carrying more than 15 passengers without carrying a cabin attendant.\n\n5 Conditions\n\nThe direction is subject to the conditions mentioned in Schedule 1.\n\nSchedule 1 Conditions\n\n1 No more than 16 passengers must be carried.\n\n2 An approximately equal weight of passengers must be located in each passenger compartment.\n\n3 During the operations, the passengers must, at all times, be in a position to hear any instructions given by the pilot in command.\n\n4 There must be 2 suitably trained ground crew available, with 1 at either end of the basket, to assist the pilot with the embarkation and disembarkation of passengers.\n\n5 The training required by the ground crew mentioned in clause 4 must be included in the operator’s operations manual.\n\n6 The operations must be conducted in accordance with section 20.16.3 of the Civil Aviation Orders, other than subparagraph 6 (1) (a) and paragraph 7.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":1873},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a narrow, specific exemption instrument applying to a single aircraft operated by a single operator.
