{"id":"F2006L01727","name":"CASA 191/06 - Direction - carriage of cabin attendants in hot air balloons","slug":"casa-191-06-direction-carriage-of-cabin-attendants-in-hot-air-balloons","collection":"legislative_instrument","jurisdiction":"commonwealth","status":"repealed","isInForce":false,"actNumber":null,"makingDate":null,"administeringDepartment":null,"currentVersion":{"id":59500,"registerId":"commonwealth-F2006L01727-current","compilationNumber":null,"startDate":"2026-04-02","status":"Repealed","reasons":null,"registeredAt":null},"sections":[{"sectionNumber":"1","sectionType":"section","heading":"CASA 191/06 - Direction - carriage of cabin attendants in hot air balloons","content":"![](image.001.png)Instrument number CASA 191/06\n\nI, ALAN JAMES COOK, Manager Operations, General Aviation Operations Group, a delegate of CASA, make this instrument under regulation 208 of the Civil Aviation Regulations 1988 (CAR 1988).\n\n\\[Signed Alan Cook\\]\n\nAlan Cook\n\nManager Operations\n\nGeneral Aviation Operations Group\n\n19 June 2006\n\nDirection — carriage of cabin attendants in hot air balloons\n\n1 Duration\n\nThis instrument:\n\n(a) commences on 1 July 2006; and\n\n(b) stops having effect at the end of 30 June 2009.\n\n2 Application\n\nThis instrument applies to each balloon (a balloon) that:\n\n(a) is operated by Hot Air Pty Ltd, Aviation Reference Number 541038 (the operator); and\n\n(b) bears the nationality and registration marks mentioned in Schedule 1.\n\n3 Direction\n\nThe operator may operate a balloon carrying up to 20 passengers without carrying a cabin attendant.\n\n4 Conditions\n\nThe direction is subject to the conditions mentioned in Schedule 2.\n\nSchedule 1 Nationality and registration marks of aircraft\n\n| VH-OKA | VH-WOR |\n| ------ | ------ |\n\nSchedule 2 Conditions\n\n1 The balloon must not carry more than 20 passengers.\n\n2 An approximately equal weight of passengers must be located in each of the balloon’s 4 compartments.\n\n3 During operations, the passengers must be, at all times, in a position to hear any instructions given by the pilot in command.\n\n4 When more than 15 passengers are carried, there must be 2 suitably qualified ground crew available, with 1 at either end of the basket, to assist the pilot with the embarkation and disembarkation of passengers.\n\n5 The course of training required by the ground crew mentioned in clause 4 must be included in the operator’s operations manual.\n\n6 The operation must comply with Civil Aviation Order 20.16.3 other than subparagraph 6.1 (a) and paragraph 7.1.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":1845},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This instrument maintains a narrow, specific scope limited to a single operator and two aircraft.
