{"id":"F2006L01766","name":"CASA 182/06 - Direction – carriage of cabin attendant in hot air balloon","slug":"casa-182-06-direction-carriage-of-cabin-attendant-in-hot-air-balloon","collection":"legislative_instrument","jurisdiction":"commonwealth","status":"repealed","isInForce":false,"actNumber":null,"makingDate":null,"administeringDepartment":null,"currentVersion":{"id":59541,"registerId":"commonwealth-F2006L01766-current","compilationNumber":null,"startDate":"2026-04-02","status":"Repealed","reasons":null,"registeredAt":null},"sections":[{"sectionNumber":"1","sectionType":"section","heading":"CASA 182/06 - Direction – carriage of cabin attendant in hot air balloon","content":"Instrument number CASA 182/06\n\nI, ALAN JAMES COOK, Manager Operations, General Aviation Operations Group, a delegate of CASA, make this instrument under regulation 208 of the Civil Aviation Regulations 1988.\n\n\\[Signed Alan Cook\\]\n\nAlan Cook\n\nManager Operations\n\nGeneral Aviation Operations Group\n\n5 June 2006\n\nDirection — carriage of cabin attendant in hot air balloon\n\n1 Duration\n\nThis instrument:\n\n(a) commences on the day after it is registered; and\n\n(b) stops having effect at the end of 31 May 2009.\n\n2 Application\n\nThis instrument applies to the Kavanagh E-300 hot air balloon:\n\n(a) bearing the nationality and registration marks VH\\-HTB (the balloon); and\n\n(b) operated by Balloon Aloft Australia Pty Ltd, Aviation Reference Number 403672 (the operator); and\n\n(c) engaged in operations that involve carrying more than 15 passengers.\n\n3 Direction\n\nThe operator may operate the balloon without carrying a cabin attendant.\n\n4 Conditions\n\nThe direction is subject to the conditions mentioned in Schedule 1.\n\nSchedule 1 Conditions\n\n1 The balloon must not carry more than 20 passengers on any operation.\n\n2 An approximately equal weight of passengers must be located in each passenger compartment.\n\n3 During operations, the passengers must, at all times, be in a position to hear any instructions given by the pilot in command.\n\n4 There must be 2 suitably trained ground crew available, with 1 at either end of the basket, to assist the pilot with the embarkation and disembarkation of passengers.\n\n5 The training required by the ground crew mentioned in clause 4 must be included in the operator’s operations manual.\n\n6 The operations must be conducted in accordance with Civil Aviation Order 20.16.3, other than subparagraph 6.1 (a) and paragraph 7.1.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2533},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The instrument operates within the intended scope of regulation 208 of the Civil Aviation Regulations 1988, which empowers CASA to issue directions regarding cabin attendant requirements.
