The amendment alters the substantive reach of the 2017 local law by (a) creating a clear exception allowing nudity where land is set aside for that purpose (1.4(b)), (b) removing a limiting qualifier in clause 9.1 that had constrained application (1.4(c)), and (c) eliminating the requirement of local government approval from a listed offence in Schedule 1 item 58, thereby widening prosecutorial scope (1.4(d)).
