The 1993 City of Perth Restructuring Act fundamentally transformed the Act by: (1) transferring administration from City of Perth to the newly created Town of Cambridge; (2) deleting entire Parts dealing with public works and harbour construction; (3) inserting modern local government concepts; and (4) adding the Perry Lakes redevelopment land exclusion in 2005. Instead of standard rates, the Town of Cambridge calculates what percentage of the total district's rental value these lands represent, then applies that same percentage to the council's budget shortfall. The rest of the district pays the remainder. This effectively quarantines these lands into a separate rating pool.\n- **Planning controls**: The Town can make local laws controlling everything from building heights and fence heights to zoning (residential, industrial, noxious trades), subdivision rules, and even banning 'unsightly' buildings. These laws apply even though the land is privately owned.\n- **Sale proceeds**: Money from selling any of these lands must go into a special 'Cambridge Endowment Lands Account' and can only be spent developing the remaining lands.\n- **Liquor licences**: No pub or bottle shop can open on these lands without the Town's written permission.\n- **Binding future owners**: Anyone who buys land here is stuck with these rules forever — the Registrar of Titles must put a warning on every title certificate saying the land is subject to this Act and all its local laws.\n\n**Who it affects:**\n- Property owners within the 'said lands' (Endowment Lands + Lime Kilns Estate + Reserve 16921, but excluding the Perry Lakes redevelopment area).\n- The Town of Cambridge (the local council), which gets unusual powers over private land that most councils don't have.\n\n**Why it matters:**\nThis is a legacy 'model town' statute from 1920 that lets the council act like a feudal lord over a specific patch of Perth. It preserves 1920s-style town planning concepts (like banning noxious trades and controlling building aesthetics) with modern statutory force. If you own land here, you have less freedom than a typical WA property owner — you can't subdivide without permission, you can't run certain businesses, and you can't even get a liquor licence without asking the council first."},"issue_detection":{"absurdities":[],"contradictions":[]},"flash_summary":{"complexity_score":5,"scope_assessment":{"changed":true,"description":"The Act’s scope has been altered since its origin: ownership and management powers were transferred to the Town of Cambridge (see ss.39–41 and compilation notes), many original provisions were repealed or deleted, a modern rating method and external Act cross‑references were added (s.6, s.7A), and specific areas (Perry Lakes redevelopment land) were carved out.
