(1)\n\nREQUIREMENTS FOR ROAD VEHICLES USED IN TRANSPORTING COMMONWEALTH EXPLOSIVES\n\nPART 1—MOTOR VEHICLES AND ARTICULATED VEHICLES\n\n1. The vehicle must be:\n\n(a) registered in a State or Territory; or\n\n(b) registered under the system of registration administered by:\n\n(i) the Department of Administrative Services; or\n\n(ii) the Department of Defence.\n\n2. The vehicle must be maintained in a safe operating condition.\n\n3. The vehicle must not use a fuel other than diesel fuel or petrol.\n\n4. Each electric storage battery on the vehicle must be located in a well ventilated place that:\n\n(a) is designed to prevent any short circuit in the battery or battery connections; and\n\n(b) does not form part of the loading space of the vehicle.\n\n5. All electrical circuits on or under the loading space of the vehicle must be protected by fuses or circuit breakers.\n\n6. The exhaust system of the vehicle must be so designed and fitted that it is not likely, directly or indirectly, to cause ignition of any part of the load.\n\n7. The vehicle must have:\n\n(a) not fewer than 3 efficient fire extinguishers, consisting of, or including:\n\n(i) an efficient fire extinguisher, fitted in the cab of the vehicle or adjacent to it, being:\n\n(A) a gas fire extinguisher of not less than 1.5 kilogram capacity; or\n\n(B) a dry-powder fire extinguisher of a sufficient capacity to be capable of extinguishing an incipient fire in the vehicle’s motor or load and designed to extinguish liquid-hydrocarbon fires; and\n\n(ii) at least 2 water-delivering fire extinguishers, each having a capacity of not less than 9 litres; and\n\n(b) an efficient hazard-warning system capable of operating all direction-turn signal lamps on the vehicle simultaneously; and\n\n(c) a spare wheel suitable for use as a load-bearing wheel on the vehicle; and\n\n(d) equipment suitable for use in replacing a wheel and tyre on the vehicle; and\n\n(e) not less than 3 portable warning signs, suitable for use in the event of the vehicle breaking down, being double-sided signs designed to stand erect on the road surface around a broken-down vehicle:\n\n(i) in the form of an equilateral triangle having sides not less than 29 centimetres in length and a border not less than 4.5 centimetres in width around the perimeter of the triangle; and\n\n(ii) with red reflective material or button reflectors on both sides of the border of the triangle that would be clearly visible at night, at a distance of 180 metres, to the driver of an approaching vehicle using its headlights.\n\nPART 2—TRAILERS\n\n1. The trailer must be:\n\n(a) registered in a State or Territory; or\n\n(b) registered under the system of registration administered by:\n\n(i) the Department of Administrative Services; or\n\n(ii) the Department of Defence.\n\n2. The trailer:\n\n(a) must be fixed to the towing vehicle by:\n\n(i) a pintle-hook system for trailer attachment; or\n\n(ii) a ball-joint system for trailer attachment; or\n\n(iii) an automatic pin-coupling system for trailer attachment; and\n\n(b) must:\n\n(i) have an efficient braking system designed to stop the trailer if it should become separated from the towing vehicle; or\n\n(ii) be fixed to the towing vehicle by 2 safety chains.\n\n3. If the trailer is designed to carry a load in excess of 1 tonne, the trailer must have not fewer than:\n\n(a) 4 wheels; and\n\n(b) 2 single-axle systems.\n\n4. All electrical wiring on the trailer must be enclosed in conduit of seamless metal or heavy-duty plastic.\n\n| | |\n| --- | --- |\n\nNOTE\n\n1.
