The money from this sale must go toward buying the new Peel Street property.\n- **Sets up the new site**: It establishes a new group of trustees to hold the Peel Street property in trust for the union movement. The Trades and Labor Council (now known as the Queensland Council of Unions) manages the day-to-day operations.\n- **Protects government interests**: If the union ever stops using the Peel Street property for its intended purposes, the Queensland Government gets back a calculated share of the money (28/55ths of the original sale value plus any land value increases).\n- **Overrides planning laws**: It specially zones the Edward Street property to allow specific commercial uses (offices, medical labs, shops, restaurants, etc.) with a height limit of 90 metres, regardless of normal Brisbane city planning rules.\n\n**Who it affects:**\n- The Queensland union movement (specifically the Trades and Labor Council and its affiliated unions)\n- The trustees managing both properties\n- The Queensland Government (which has oversight and financial protection)\n- Future buyers or developers of the Edward Street site\n\n**Why it matters:**\nThis legislation enabled the union movement to relocate its headquarters from Edward Street to Peel Street in the 1980s by legally unlocking the value of the old site while protecting the government's original investment in the land. It creates a unique legal structure where union representatives manage the property but with government oversight and a \"clawback\" provision if the property ceases to be used for union purposes."},"issue_detection":{"absurdities":[],"contradictions":[]},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
