It specifies what information must be collected when registering births, deaths, marriages and civil partnerships; who can change a child's name and what factors courts must consider; which health professionals can provide assessments for gender recognition; what documents prove a name change; who can access restricted historical records; and how much fees cost. The regulation also establishes rules for priority processing, fee waivers for people in financial hardship, and defines what counts as a 'prohibited name' (including political slogans).
