Any heading inserted in an Act which was passed before 1 January 2001, by an Act passed on or after 1 January 2001, forms part of that Act. This includes headings to Parts, Divisions or Subdivisions in a Schedule; sections; clauses; items; tables; columns; examples; diagrams; notes or forms. See section 36(1A)(2A).\n\n• Examples, diagrams or notes\n\nAll examples, diagrams or notes included in an Act which is passed on or after 1 January 2001 form part of that Act. Any examples, diagrams or notes inserted in an Act which was passed before 1 January 2001, by an Act passed on or after 1 January 2001, form part of that Act. See section 36(3A).\n\n• Punctuation\n\nAll punctuation included in an Act which is passed on or after 1 January 2001 forms part of that Act. Any punctuation inserted in an Act which was passed before 1 January 2001, by an Act passed on or after 1 January 2001, forms part of that Act. See section 36(3B).\n\n• Provision numbers\n\nAll provision numbers included in an Act form part of that Act, whether inserted in the Act before, on or after 1 January 2001. Provision numbers include section numbers, subsection numbers, paragraphs and subparagraphs. See section 36(3C).\n\n• Location of \"legislative items\"\n\nA \"legislative item\" is a penalty, an example or a note. As from 13 October 2004, a legislative item relating to a provision of an Act is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. See section 36B.\n\n• Other material\n\nAny explanatory memorandum, table of provisions, endnotes, index and other material printed after the Endnotes does not form part of an Act. \nSee section 36(3)(3D)(3E).\n\n2 Table of Amendments\n\nThere are no amendments made to the **Ballarat Lands (Lakeside Development) Act 1996** by Acts and subordinate instruments.\n\n3 Amendments Not in Operation\n\nThere are no amendments which were Not in Operation at the date of this publication.\n\n4 Explanatory details\n\nNo entries at date of publication.","sortOrder":0}],"analysis":{"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The legislation remains tightly focused on its original purpose. The Act has not been amended since enactment and has not expanded beyond this specific land transaction."},"complexity_factors":["Extremely short: only 5 operative sections plus a Schedule","Single, straightforward purpose with no conditional logic","No defined terms section — relies on ordinary meanings","Only one cross-reference (to Crown Land (Reserves) Act 1978)","Schedule contains a single table with factual details rather than legal rules","No exceptions, exemptions, or nested provisions"],"plain_english_summary":"**What this law does:**\n\nThis is a short, single-purpose law that \"unlocks\" a specific piece of land in Ballarat, Victoria — the former Lakeside Psychiatric Hospital site — so it can be used for something else.\n\n**The problem it solves:**\nThe land was \"reserved\" (legally set aside) in 1867 for use as an Industrial School. When land is reserved like this, it's protected from being sold or developed for other purposes. By 1996, the psychiatric hospital had closed or moved, and the government wanted to free up this land for new development — hence the \"Lakeside Development\" name.\n\n**What actually happens:**\n- The 1867 reservation is **cancelled** (revoked)\n- The land goes back to being ordinary Crown land (government-owned land with no special restrictions)\n- Any management committees or regulations tied to the old reservation are automatically cancelled\n- The land titles office must update their records to reflect the change\n\n**Who it affects:**\n- Primarily the Victorian Government and any future developers of the site\n- Historically, anyone who had interests in the old psychiatric hospital or the original Industrial School reservation\n\n**Why it matters:**\nWithout this law, the land would remain legally locked in its 1867 purpose, making redevelopment impossible.
