It also states that section 4 of the 2015 Specification does not apply to this amendment, so the amendment must be read as a direct substitution rather than a minor adjustment (s.4(2))."},"complexity_factors":["Technical commodity specificity: the instrument lists numerous goods by detailed descriptions and AHECC codes, requiring precise tariff classification by exporters and regulators (Schedule 1).","Split scope: separate Parts for 'Russia' and for 'Crimea and Sevastopol' create parallel but non‑identical lists, increasing classification and compliance burdens (Schedule 1, Parts 1–2).","Granular dimensional and material thresholds: many items are limited by external diameter, material (stainless steel vs iron/steel), welding method, or intended use (e.g. ‘of a kind used for oil or gas’), creating edge cases for goods that are near thresholds (Schedule 1 items).","Multiple codes per item and 'not elsewhere specified' phrasing: some entries use several AHECC codes or catch‑all language, producing ambiguity for customs classification (Schedule 1).","Amendment mechanics and legal layering: the instrument wholly substitutes Schedule 1 and expressly disapplies section 4 of the 2015 Specification with respect to this amendment, requiring reviewers to reconcile prior and new texts (s.4).","Regulatory authority and timing: made under subregulation 4(2) of the Autonomous Sanctions Regulations 2011 and commencing the day after registration, leaving limited lead time for affected parties to adjust (ss.2–3).","Operational impact: businesses must update export controls, contracts and compliance systems to reflect the new list; customs and licensing decisions rely on accurate application of the Specification (Schedule 1; s.4)."],"plain_english_summary":"This instrument replaces Schedule 1 of the Autonomous Sanctions (Russia, Crimea and Sevastopol) Specification 2015 with a new List of goods (see s.4 and Schedule 1).
