It has not expanded beyond this specific regulatory mechanism."},"complexity_factors":["Very short instrument (only 6 sections, approximately 1 page)","Only 2 defined terms ('Act' and 'covered activity' and 'local registration authority')","Single operative provision (section 6) with straightforward obligation","No cross-references to other legislation beyond the enabling Act and the ACT-specific transport legislation","No conditional logic, exceptions, or nested provisions","Clear, linear structure with simplified outline provided"],"plain_english_summary":"This Determination lets people already licensed to drive buses, taxis, rideshare or hire cars elsewhere in Australia work in the ACT under the national automatic mutual recognition scheme — provided they notify the ACT Road Transport Authority before starting. It applies to passenger transport operators and booking or demand-responsive services, aids local safety and record‑keeping, and automatically expires after 10 years."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"The instrument does not expand the set of activities subject to mutual recognition; it adds an administrative notification requirement for persons relying on deemed registration to carry on the listed public passenger services in the ACT (purpose and notification requirement, sections 4 and 6). It therefore alters process and compliance obligations rather than substantive regulatory scope (definitions, section 5)."},"complexity_factors":["Narrow, specific legal effect: creates a single administrative duty to notify before starting a covered activity (section 6).","Dependency on Commonwealth law: relies on subsection 42J(4) of the Mutual Recognition Act 1992 for authority and interaction (section 3).","Defined list of covered activities ties instrument to another ACT statute (Road Transport (Public Passenger Services) Act 2001) rather than open‑ended categories (definitions, section 5).","Limited procedural detail: instrument mandates notification but does not specify form, timing beyond ‘before’ starting, or required information, creating potential operational ambiguity (section 6).","Administrative actors defined: the local registration authority is the ACT Road Transport Authority, so compliance and enforcement sit with that body (definitions, section 5).","Temporal mechanics are explicit but simple: a single commencement date is set and the instrument will sunset under ordinary Legislation Act timing (commencement and outline, sections 2 and 4)."],"plain_english_summary":"This determination requires anyone who intends to rely on automatic deemed registration under the Mutual Recognition Act to provide a notification to the ACT Road Transport Authority before they start providing certain public passenger services in the Australian Capital Territory. It applies to bus, taxi, rideshare, hire‑car, transport booking and demand‑responsive service operators and creates a pre‑start administrative step for those relying on out‑of‑jurisdiction registration."}},"importantCases":[],"_links":{"self":"/api/acts/automatic-mutual-recognition-australian-capital-territory-notification-requirement-public-passenger-","history":"/api/acts/automatic-mutual-recognition-australian-capital-territory-notification-requirement-public-passenger-/history","analysis":"/api/acts/automatic-mutual-recognition-australian-capital-territory-notification-requirement-public-passenger-/analysis","conflicts":"/api/acts/automatic-mutual-recognition-australian-capital-territory-notification-requirement-public-passenger-/conflicts","importantCases":"/api/acts/automatic-mutual-recognition-australian-capital-territory-notification-requirement-public-passenger-/important-cases","documents":"/api/acts/automatic-mutual-recognition-australian-capital-territory-notification-requirement-public-passenger-/documents"}}
