Other amendments added labelling terms (eg. pregnancy warning label entries in 1.1.2—2(3) and energy/nutrition claim labelling updates linked to amendment No.241). These changes broaden who is regulated (suppliers, importers, manufacturers of new‑technology foods) and impose new compliance and transitional obligations (see application/saving/transitional provisions and Clause 4 entries in the application table)."},"complexity_factors":["High volume of interdependent definitions (many technical and overlapping terms collected in 1.1.2—2(3) and 1.1.2—3) which can change the scope of multiple substantive Standards.","Cross‑reference structure: terms take their meaning from the FSANZ Act or an application Act unless a contrary intention appears (see 1.1.2—2(1)‑(2)), creating dependence on external statutes and differing meanings by jurisdiction.","Multiple usage rules that trigger different compliance outcomes (eg. 'used as a food additive' at 1.1.2—11, 'used as a nutritive substance' at 1.1.2—12, and 'used as a processing aid' at 1.1.2—13) increase interpretive complexity for manufacturers.","Inclusion of novel technologies and categories (definitions for genetically modified food 1.1.2—16, novel DNA 1.1.2—17, and insertion of cell‑cultured food in 1.1.2—2(3)) broadens regulatory reach and demands technical/product assessments.","Extensive labelling‑related definitions (eg. label, labelling, characterising ingredient/component at 1.1.2—2(3) and 1.1.2—4) tie into mandatory labelling rules across other Standards, raising compliance and packaging design costs.","Transitional and amendment history is dense: many variations insert, repeal or substitute definitions with specified transition periods in the application/saving/transitional provisions (see amendment table and Clause 4 entries in the application table), complicating compliance timing.","External standards and schedules are incorporated by reference (eg. AS/NZS, AS, Schedule 15, Schedule 16, S‑tables referenced throughout), requiring businesses to track multiple documents alongside the Code.","Enforcement and discretion points: authorised officers and relevant authorities are referenced (1.1.2—2(3) definition of authorised officer; 'relevant authority' defined), leaving operational enforcement to agencies whose powers and priorities affect compliance risk.","Numerical and technical measurement rules (eg. average quantity, available carbohydrate calculations, RDIs/ESADDI at 1.1.2—10 and 1.1.2—14) impose analytical and testing burdens on industry and regulators."],"plain_english_summary":"This Standard fixes the legal meanings of words used across the Australia New Zealand Food Standards Code — for example, precise definitions for foods, additives, labelling terms, novel foods (including genetically modified and cell‑cultured), and enforcement roles.
