non‑corporate entity may be applied for expenditure for the purpose of contributing to achieving that outcome.\n\n (2) If the portfolio statements indicate that activities of a particular kind were account is a purpose that is covered by an item (whether or not the item expressly refers to the special account), then amounts may be debited against the appropriation for that item and credited to that special account.\n\n13  Appropriation of the Consolidated Revenue Fund\n\n  The Consolidated Revenue Fund is appropriated as necessary for the purposes of this Act, including the operation of It follows the standard template for Appropriation Acts (No. 5 and No. 6) which are traditionally introduced together as 'Additional Estimates' to provide extra funding mid-financial year. The scope remains strictly limited to authorising specific additional expenditure for 2023-2024 without expanding into policy matters or creating ongoing regulatory frameworks."},"complexity_factors":["Short, focused statute with only 14 sections plus a schedule","11 defined terms in section 3, mostly cross-references to other legislation (Public Governance, Performance and Accountability Act 2013)","Simple conditional logic - primarily 'if/then' statements for portfolio statements and corporate entity payments","Extensive cross-referencing to 5 other Appropriation Acts from the same financial year (sections 9 and 13)","Schedule 1 contains detailed financial tables but these are data rather than legal complexity","Standard appropriation structure repeated across multiple Bills (No. 1 through No. 6) - highly formulaic","No nested exceptions or complex temporal provisions beyond the automatic repeal date"],"plain_english_summary":"This is a **budget legislation** that authorises the Australian Government to spend an extra **$453.5 million** from the national bank account (the Consolidated Revenue Fund) on top of what was already approved for the 2023-2024 financial year.\n\n**What it does:**\n- **Appropriates** (legally sets aside) money for specific government departments and agencies to spend on their operations, programs, and capital projects.\n- The money is divided into different **\"buckets\"**:\n - **Payments to states and territories**: Money passed on to state governments, the ACT, NT, and local councils\n - **Administered items**: Money for programs and services the government runs on behalf of the public\n - **Administered assets and liabilities**: Money for buying assets or paying off debts\n - **Other departmental items** (Equity Injections): Money to boost the financial capacity of government departments\n - **Corporate entity items**: Funding for government-owned companies and statutory bodies\n\n**Who gets what (the big ticket items):**\n- **Defence**: $452.7 million (by far the largest share - nearly 100% of this extra funding)\n- **Employment and Workplace Relations**: $160,000\n- **Home Affairs**: $550,000\n\n**Why it matters:**\nThis is one of several \"Appropriation Acts\" passed each year. The government needs fresh legal authority from Parliament every time it wants to spend public money. This particular Act is a **supplementary appropriation** - extra money added partway through the financial year when the original budget wasn't enough or new priorities emerged. The Defence funding likely relates to capability upgrades or cost overruns in major projects.\n\n**Key feature**: The Act automatically **repeals itself** on 1 July 2026, which is standard for appropriation bills - once the money is spent or the financial year ends, the legislation has done its job."},"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":false,"description":"The Act confines itself to appropriating additional money for the items listed in Schedule 1 and setting mechanics for their application (see Parts 2–3).
