They do this by: limiting who may be present (cl 5), controlling pool entry for hygiene and illness (cl 6, 11–12), restricting hazardous or disorderly conduct (cl 7–11, 20–21), protecting privacy in change rooms and restricting photographing children (cl 13–15), and managing commercial and fundraising activity (cl 16–17).\n\nPractical effects, trade-offs and implementation points:\n\n- Manager discretion: many powers turn on the Manager’s or an authorised person’s opinion (for example \"reasonable opinion\" about suitability to supervise or intoxication, cl 5(a)(ii), cl 5(c), and requests to leave or cease conduct, cl 20–21). This provides flexibility for on‑the‑spot safety decisions but requires clear training and record‑keeping to avoid inconsistent treatment.\n- Enforcement and appeal avenues: the Manager can ban patrons and issue banning notices (cl 22). The Manager may later set aside or reduce bans, and the banned person may apply to Council for relief (cl 22(3)). That creates an internal review route but concentrates initial decision‑making at the Centre level.\n- Compliance burden for small operators: coaches or bodies providing paid services must obtain written permission (cl 17). That is a control on commercial use that may limit or delay entrepreneurial activity unless the Manager routinely permits it.\n- Privacy and public use: cameras are banned in change rooms and photographing children under 16 requires parental consent (cl 13–14). That protects privacy but also restricts benign photography (e.g. parents photographing their own children in some areas) unless consent is obtained.\n- Hygiene and safety enforcement: specific bans on polluting substances and on people with contagious conditions entering pools (cl 11–12) support public‑health aims but rely on observation and patrons’ self‑reporting.\n- Penalties: the Schedule maps specific by‑law breaches to fixed penalty units (Schedule by‑law 27). Penalties are generally modest (commonly 1–5 penalty units), providing a civil/regulatory enforcement path rather than heavy criminal sanctions.\n\n**Immediate administrative requirements**\n\n- Signage, staff training, and procedures for issuing bans, permissions, and handling appeals will be needed to implement these by‑laws reliably (cl 5, cl 16–17, cl 22(2)–(3)).\n\n"}},"importantCases":[],"_links":{"self":"/api/acts/alice-springs-aquatic-and-leisure-centre-by-laws-2011","history":"/api/acts/alice-springs-aquatic-and-leisure-centre-by-laws-2011/history","analysis":"/api/acts/alice-springs-aquatic-and-leisure-centre-by-laws-2011/analysis","conflicts":"/api/acts/alice-springs-aquatic-and-leisure-centre-by-laws-2011/conflicts","importantCases":"/api/acts/alice-springs-aquatic-and-leisure-centre-by-laws-2011/important-cases","documents":"/api/acts/alice-springs-aquatic-and-leisure-centre-by-laws-2011/documents"}}
