It replaces and modifies how State liquor and trading laws apply within airport precincts (Schedule 2; Parts 2–3), creates a Commonwealth‑led gambling permission regime (Part 5), and establishes a comprehensive Commonwealth vehicle, parking and enforcement regime across activity‑controlled airports (Part 4 and Part 7). Gaming machines are banned at Sydney-area airports.\n- **Shop trading hours** — State restrictions on when shops can open don't apply at major airports, allowing longer or different hours.\n- **Vehicles** — Detailed rules for parking and driving on both the public side (landside) and secure side (airside) of airports. Includes permits for driving airside, parking offences, moving abandoned vehicles, and penalties.\n- **Gambling** — Generally prohibited at airports unless you have special federal permission. State gambling laws don't apply.\n- **Smoking** — Airport operators can designate no-smoking areas.\n- **Infringement notices** — A system for on-the-spot fines for minor offences, with processes for payment, extensions, and appeals.\n\n**Who it affects:**\n- Airport operators (who must manage signage, permits, and authorised officers)\n- Drivers and vehicle owners (parking rules, airside driving permits)\n- Businesses at airports (liquor licensees, shops, gambling operators)\n- Travellers (smoking restrictions, parking fines)\n\n**Why it matters:**\nAirports are federal land where state laws normally don't apply cleanly. These regulations create a workable system by selectively applying modified state laws (for liquor and parking) while replacing others entirely (gambling, trading hours). This lets airports function smoothly without being caught between different state rules."}},"importantCases":[],"_links":{"self":"/api/acts/airports-control-of-on-airport-activities-regulations-2026","history":"/api/acts/airports-control-of-on-airport-activities-regulations-2026/history","analysis":"/api/acts/airports-control-of-on-airport-activities-regulations-2026/analysis","conflicts":"/api/acts/airports-control-of-on-airport-activities-regulations-2026/conflicts","importantCases":"/api/acts/airports-control-of-on-airport-activities-regulations-2026/important-cases","documents":"/api/acts/airports-control-of-on-airport-activities-regulations-2026/documents"}}
