Specifically:\n\n- Money sitting in the \"Declared Pest Account\" (a government fund for controlling pests like wild dogs, foxes, or invasive plants) can now be spent under the rules of the newer BAM Act.\n- The Minister can transfer this money to \"recognised biosecurity groups\" (local community groups officially approved to manage pest problems) to carry out pest control work.\n- The Minister needs the biosecurity group's consent before transferring the money.\n\n**Who it affects:**\n- Farmers and landholders in areas where pest control rates (a type of local charge) were collected under the old system\n- Recognised biosecurity groups who receive funding to do on-ground pest control\n- The Minister for Agriculture and the Director General of the Department of Primary Industries\n\n**Why it matters:**\nThis is essentially a housekeeping law. When the BAM Act replaced much of the AARRP Act, there was leftover money in the old Declared Pest Account. These regulations make sure that money doesn't get stuck in limbo—it can flow through to the new system and keep funding local pest control programs. Without this, communities that had paid rates for pest control might have lost access to those funds."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
