It thereby changed which lands were subject to college reservation and transferred decision‑making power over use and access (notably road permissions) to the Governor in Council and administrative officers."},"complexity_factors":["Narrow subject matter: limited to removal of reservation status for specific lands and consequent plan amendment (s.5(1), s.5(4)).","Cross‑statute references: operates by amending and interacting with the Agricultural Colleges Act 1958 (Principal Act) and the Land Act 1958, requiring reading of multiple Acts to understand effects.","Executive discretion: grants the Governor in Council authority to permit road construction through specified lands and to set terms and conditions (s.5(2)).","Administrative implementation: imposes a specific duty on the Surveyor‑General to alter the official plan to reflect the changes (s.5(4)).","Historical validation and repeals: the long title records validation of certain regulations; several sections and the Schedule were later repealed by the Statute Law Revision (Repeals) Act 1982, so tracing current effect requires checking those repeals.","Sparse operative detail: the Act delegates substantive choices (location, terms for road) without prescribing criteria, increasing reliance on executive decisions."],"plain_english_summary":"This Act amends the 1958 Agricultural Colleges law to remove specified parcels from permanent reservation as State Agricultural College sites and reclassify them as unalienated Crown land to be dealt with under the Land Act 1958.
