The original statute empowered the Society to make and the Governor to confirm by‑laws governing the show grounds; the 1993 change explicitly added a Governor regulation power to set required closing times for the grounds and created a Ministerial approval route (with a 14‑day Gazette notice) allowing the Society to open at times the regulations would otherwise require closure (s2A). This addition increases executive control over public access timing and adds an explicit ministerial‑notification mechanism that did not appear in the original 1929 drafting."},"complexity_factors":["Short Act: 8 sections only (s1–s8)","Only 2 defined terms in the interpretation section ('show grounds' and 'Society')","Layered decision points: Council procedure (s4), Governor confirmation (s5), Governor regulations/Minister approval for opening times (s2A)","Parliamentary disallowance procedure for by‑laws (s5(2)) creating temporal complexity","Cross‑reference and exclusion of external provision: non‑application of s38 of the Acts Interpretation Act 1915 (s7)","Procedural conditions with strict time limits (14 days’ notice for Council meetings s4; 14 days Gazette notice for Minister approval s2A(3); 14 days for laying by‑laws before Parliament s5(1)(d))","Legal effect clause deeming conditions precedent satisfied once published (s6)","Monetary penalty fixed and potentially outdated ($40) and described as 'recoverable summarily' (s3(g))"],"plain_english_summary":"The Act gives the Royal Agricultural and Horticultural Society formal power to make and enforce by‑laws governing use of the Adelaide show grounds (access, conduct, traffic, alcohol, penalties, compensation), subject to Council procedure, Governor confirmation, Gazette publication and Parliamentary disallowance. However, the Society can get ministerial approval to open outside these hours, provided the approval is published in the Gazette at least 14 days beforehand.\n- **Lets the Society make by-laws (local rules)**: The Society's Council can create rules about:\n - Keeping trespassers out\n - Preventing damage to buildings and property\n - Controlling vehicle and pedestrian traffic\n - Managing parking\n - Maintaining orderly behaviour\n - Restricting or banning alcohol consumption\n - Fining people up to $40 for breaking rules (this amount is outdated and likely superseded by other laws)\n - Making people pay for damage they cause\n\n**How by-laws are made:**\n- Council members must get 14 days' written notice of proposed rules\n- A majority of all Council members must vote in favour\n- Rules must be confirmed by the Governor and published in the Gazette\n- Rules must be tabled in Parliament and can be disallowed (cancelled) by either House within 14 sitting days\n\n**Who it affects:**\n- Visitors to the Royal Adelaide Show and other events at the show grounds\n- The Royal Agricultural and Horticultural Society and its Council\n- The South Australian Governor and Minister responsible\n\n**Why it matters:**\nThis law provides the legal framework for managing a major public venue.
