As a result, a restriction was placed on aerobatic and spinning manoeuvres until a NDI inspection of the wing spar attachment fittings was accomplished. The Czech CAA also required certain limitations due to the detection of aircraft operating at variance with conditions on which the technical service life of the airframe is based. These limitations were reflected in AD/Z-242L/4.Amendment 1 was issued in response to a revision of the related Czech AD and a revision of an FAA AD which required replacement of the wings after a certain operational time. The initial issue of the FAA AD resulted from mandatory continuing airworthiness information issued by the Czech CAA. The restrictions only took account for the aerobatic load spectrum and did not account for the aerobatic frequency. The restrictions also addressed the life limit of the wings when they should have addressed the life limit of the entire airframe (life limit of the aircraft). Although the aerobatic frequency extended the operational times, it more importantly ensured that all aircraft (even those that have not reached the operational limits) are not subject to fatigue cracking caused by exceeding the aerobatic frequency. This Directive required operational restrictions and incorporated the aerobatic frequency; and life limited the aircraft rather than just the wings.Amendment 2 is issued in response to a new EASA AD, which was prompted by further investigation that has determined the need to prohibit operations under the Aerobatic category for Zlin Z 42 series aircraft with non-reinforced wings, and the need to replace some airframe/wing attachment parts to maintain airworthiness of these aircraft in the long term. This Directive prohibits Aerobatic category flights for Zlin Z 42 series aircraft with non-reinforced wings, restricts certain aircraft to Normal category operations, limits to 190 flight hours the time that can be flown under Aerobatic and Utility categories, and introduces new life limits and new inspection requirements to be inserted into the operator’s maintenance programmes. |\n\n| | The original issue of this Airworthiness Directive became effective on 15 September 1999. |\n| --- | ----------------------------------------------------------------------------------------- |\n\n![](image.001.png) \nDavid Villiers \nDelegate of the Civil Aviation Safety Authority\n\n1 August 2007","sortOrder":0},{"sectionNumber":"AD/Z-242L/3 Amdt 2","sectionType":"part","heading":"AD/Z-242L/3 Amdt 2","content":"## AD/Z-242L/3 Amdt 2","sortOrder":1},{"sectionNumber":"Airworthiness and Operating Limitations","sectionType":"part","heading":"Airworthiness and Operating Limitations","content":"## Airworthiness and Operating Limitations","sortOrder":2},{"sectionNumber":"10/2007 DM","sectionType":"part","heading":"10/2007 DM","content":"## 10/2007 DM","sortOrder":3}],"analysis":{"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available. Until that work is done, aerobatic flights are prohibited for all affected aeroplanes and some are further restricted to Normal category only (Requirements 1–2).\n\n- Document conformity: Inserting a copy of this Directive into the AFM is stated as an acceptable method to comply with the AFM amendment requirements (Requirements 1.a and 2.a, Notes 1 and 2).\n\n\n**Who this affects**\n\n- Primary: Owners and operators of Zlin Z-242L aeroplanes without the wing reinforcement modification, and the maintenance organisations that service them (Applicability; Requirements 1–3).\n- Secondary: Pilots (who must obey the placards and AFM limitations), flight schools or businesses that use these aeroplanes for aerobatic instruction or services (their permitted operations change), and passengers of such flights.\n- Regulator: The Civil Aviation Safety Authority enforces compliance; the directive refers to the manufacturer’s Mandatory Service Bulletin and to later EASA‑approved revisions (Requirements; Background).\n\n\n**Why the rule was introduced (stated purpose) and what it aims to fix**\n\n- Stated reason: Investigations (originating from a Czech CAA report and subsequent EASA action) found risk of wing/airframe fatigue and at least one wing failure on related Zlin models. The Directive therefore prohibits aerobatic operations for non‑reinforced wings, limits the time that may be flown under higher load categories (aerobatic + utility) to 190 hours in aggregate until parts are replaced, and sets a life limit for the airframe (3,600 hours) unless corrective action is taken (Background; Requirements).\n\n\n**Costs, incentives and trade‑offs (practical effects)**\n\n- Who pays: Owners/operators pay for the AFM amendment or insertion of the Directive, cockpit placards, the inspections (non‑destructive inspection of upper wing bolts per paragraph 4.4 of the Service Bulletin), any required parts replacement (paragraph 4.3), and for updating the approved Maintenance Program (Requirements 1–3; Compliance).\n\n- Time and downtime: Some requirements must be done before further flight (immediate compliance for AFM/placard/initial inspections). Other work can wait until the next scheduled B, C or overhaul check, but that still imposes scheduling and potential grounding until the work is done (Compliance for Requirements 1.d, 2.d).\n\n- Operational impact on businesses and private users: Operators that use Z-242L aircraft for aerobatic training, displays or commercial aerobatic activities lose the ability to conduct aerobatic flights until the inspections/parts replacements are completed. For some aircraft, utility operations are also prohibited until parts are changed (Requirements 1–2). That reduces revenue opportunities for affected operators until compliance is achieved.\n\n- Options to avoid restrictions: The Directive does not apply to aircraft that already have the wing reinforcement modification incorporated (Applicability). That implies a retrofit path exists to avoid the restrictions, but the Directive itself requires the specific Service Bulletin work rather than offering alternative mitigations except where later EASA‑approved revisions permit (Requirements; Background).\n\n- Administrative burden: Updating the AFM, inserting a copy of the Directive, installing placards, and amending the approved Maintenance Program are low‑cost paperwork tasks but they require regulator acceptance (in the case of Maintenance Program amendments) and record keeping (Requirements 1.a–1.b; 3).\n\n- Supply and implementation risk: The Directive depends on the manufacturer’s Service Bulletin (Z 242L/51a) and on later EASA‑approved revisions. If parts are scarce, or approved revisions take time, operators may face prolonged restrictions or delayed returns to Normal category operations. Timing references to next scheduled checks (B, C, Overhaul) can postpone replacement work but also create uncertainty for operators (Compliance; Requirements referencing paragraphs 4.2–4.4 of the Service Bulletin).\n\n- Enforcement discretion and variability: The Directive repeatedly permits compliance by reference to “later EASA approved revision” of the Service Bulletin. That creates a flow of external documents that the regulator and operator must track, and it gives the regulator scope to accept later revisions without issuing a new national instrument (Requirements 1–3).\n\n\n**Trade‑offs and unintended substitution effects**\n\n- Substitution: Operators may choose retrofit/wing reinforcement where available (so they fall outside applicability) or may avoid aerobatic work entirely by changing their business model. Both are concrete substitution responses.\n\n- Concentration of costs and benefits: Costs are concentrated on owners/operators of affected aircraft; safety benefits (reduced wing/airframe failure risk) are concentrated to flight crews, passengers, and third parties who might otherwise be harmed. There is no explicit evidence in the Directive text of rent‑seeking or capture by particular suppliers; the Service Bulletin route channels work to approved parts/repair pathways.\n\n\n**Implementation checklist (practical steps required by the Directive)**\n\n1. Determine whether a Z-242L has the wing reinforcement modification; if yes, this Directive does not apply (Applicability).\n2. Check accumulated Aerobatic + Utility flight hours to decide which set of Requirements (1 or 2) applies.\n3. Immediately amend the AFM (or insert a copy of the Directive) and install the required cockpit placard(s) before further flight if required (Requirements 1.a–1.b; 2.a–2.b; Compliance).\n4. Carry out the pre‑flight inspection of upper wing bolts per paragraph 4.4 of Service Bulletin Z 242L/51a (Requirements 1.a; 2.a).\n5. Schedule and do the part replacements/repairs required by paragraph 4.3 (at the specified next checks) to restore Normal category operation up to 3,600 airframe hours (Requirements 1.c–1.d; 2.c–2.d; Compliance).\n6. Update the approved Maintenance Program to include the new inspection and life‑limit items within the stated time (Requirement 3; Compliance).\n\n\n**Source references inside the Directive**\n\n- Applicability: Model Z 242L aircraft without wing reinforcement modification.\n- Requirements: Numbered 1–3 with subparagraphs 1.a–1.d and 2.a–2.d describing AFM/placard work, inspections and part replacements per Moravan Mandatory Service Bulletin Z 242L/51a (paragraphs 4.2, 4.3, 4.4).\n- Compliance timing: Specified against each Requirement (e.g. “before further flight”, “at the next B/C/Overhaul check”, “within 60 days after 2 August 2007”).\n- Background: Cites Czech CAA and EASA investigations and earlier ADs leading to this amendment: purpose stated as preventing wing/airframe fatigue failures and setting an airframe life limit.\n\n"},"kimi_summary":{"content_quality":"ok","complexity_score":4,"scope_assessment":{"changed":true,"description":"The original 1999 directive addressed wing life limits and aerobatic restrictions.
