The amendment must be inserted into the AFM’s Limitations and Normal Procedures sections. (See Requirement 1–3.)\n- Sets specific on‑aircraft operating actions for icing: when to activate and cycle pneumatic de‑icing boots, when they may be turned off, and visual cues that define when icing is “severe”. (Requirement 1 and Requirement 2.)\n- Prohibits use of the autopilot when specified severe‑icing visual cues are present or when unusual trim/handling warnings occur in icing, and requires specific actions to exit severe icing (request ATC priority, avoid abrupt manoeuvres, monitor ambient temperature, do not extend flaps in holding, report conditions to ATC, etc.). (Requirement 2 and Requirement 3.)\n- Requires all wing icing inspection lights to be operative before night flight into known or forecast icing (overrides any Master Minimum Equipment List relief). (Requirement 2.)\n- Requires operators to notify and ensure flight crew members are aware of the AFM change; a copy of the Directive may be inserted into the AFM. Compliance deadline: within 20 days of the effective date. (Notes and Compliance.)\n\n**Who is directly affected**\n\n- Operators and registered owners of Harbin Y12II aeroplanes. The AD applies only to that model (Applicability). \n- Flight crews of those aeroplanes, who must change normal and emergency handling of icing encounters (Requirement 1–3). \n- Maintenance/operations staff who must update the AFM, ensure wing icing inspection lights and de‑icing boots are serviceable, and brief crews on the change (Notes 2–3; Requirement 1 and 2).\n\n**Why it matters (stated purpose and mechanical effect)**\n\n- The stated purpose is to reduce hazards from operating in severe icing by clarifying procedures and limitations (Background). Mechanically, it imposes mandatory procedural limits and operating actions intended to: ensure earlier activation and correct cycling of de‑icing boots; identify visual cues of icing that exceed certification limits; restrict autopilot use when those cues exist; and force actions to exit icing quickly (Requirements 1–3).\n\n**Costs, incentives and trade‑offs (practical testing of the stated purpose)**\n\n- Who pays: aircraft operators bear the direct costs. Those costs are primarily administrative (AFM revision, crew notification, training in new procedures) and operational (possible route/altitude changes, priority handling requests, diversions or delays, and potential extra fuel/time when exiting icing). (Requirement 1–3; Compliance; Notes.)\n- Behavioural incentive: the AD makes pilots more likely to (a) activate de‑icing systems earlier and cycle them more aggressively, and (b) leave icing conditions sooner by requesting ATC assistance and avoiding flight configurations that can lead to ice aft of protected areas (Requirements 1–3). Those actions increase safety margin but can increase operational cost and crew workload.\n- Trade‑offs and risks: prohibiting autopilot in some icing situations increases manual workload and fatigue for crews during a high‑stress event, but the AD’s stated rationale is that autopilot can mask tactile cues of degraded handling (Requirement 2). The AD accepts this crew workload trade‑off in order to improve early detection of control issues.\n- Compliance burden and timing: the 20‑day compliance window is short; operators must update AFMs and notify crews quickly (Compliance; Notes 2–3). Small operators may face proportionally higher administrative and training burdens.\n- Implementation risk: effectiveness depends on correct and timely AFM insertion, crew training, and that aircraft systems (boots, icing lights) are maintained serviceable. The AD mandates inspection lights be operative for night icing flights, which may ground an aircraft or require maintenance if inoperative (Requirement 2).\n- Market effects: the requirement applies only to Y12II operators, a narrow group. There is no change to certification or ownership rights; the directive constrains operational choices and imposes short‑term costs on these operators. There is no new regulation that directly affects competitors or markets beyond these operators.\n\n**Concentrated benefits and diffuse costs**\n\n- Concentrated benefits accrue to crews and passengers of Y12II aircraft through the intended reduction of icing‑related hazards (Background). Costs are concentrated on Y12II operators for AFM updates, training, and any operational impacts; the broader aviation industry is unaffected.\n\n**Other practical notes**\n\n- The AD cross‑references a China AD (CAD2000‑Y012‑02 Amdt 39‑2824) (Note 1), and explicitly allows a copy of the Directive to be inserted into the AFM to effect the change (Note 3). The CASA delegate issues and enforces the AD (signature block)."},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"This AD maintains its original narrow scope.
