This Directive requires an inspection to detect leaks, and rectification to correct any leaks found in the auxiliary fuel transfer pumps, which could result in fire or explosion in the cargo/passenger compartment. Such a condition could result in loss of the airplane.\n\n![Signature of David Villiers Delegate of the Civil Aviation Safety Authority](image.002.png)  \n\nDavid Villiers\n\nDelegate of the Civil Aviation Safety Authority 20 November 2003\n\n![](image.001.png)","sortOrder":1}],"analysis":{"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available. Service Bulletin (SB) 76-009 (Requirement).\n\nWho this affects\n\n- Aircraft operators and owners of PA-60-600, PA-60-601, PA-60-601P, PA-60-602P and PA-60-700P aeroplanes that have been modified with Machen Inc. STC SA1608NM (auxiliary fuel tank Kit No. 76-1) (Applicability).  \n- Maintenance organisations and certificated mechanics who perform the inspections and replacements, because they must carry out the work to the Machen SB instructions.\n\nWhy it matters (stated purpose)\n\n- The background section says there were reports of fuel leaking from transfer pumps installed below the auxiliary tank. Fuel leaks in that location could allow fuel into the cargo/passenger compartment and present a risk of fire or explosion and possible loss of the airplane. The AD is issued to detect and correct that unsafe condition.\n\nPractical effects, costs and who decides\n\n- Who pays: the aircraft owner/operator pays for the inspections, any replacements, parts and labour, and for any operational downtime while repairs are made (Requirement; Compliance).  \n- Who decides and enforces: the Civil Aviation Safety Authority (CASA) delegate issued the AD; compliance is mandatory for affected aircraft under CASR subregulation 39.1(1). Maintenance must follow Machen Inc. SB 76-009 (Requirement).  \n- Behaviour change: operators must schedule an inspection within 10 hours TIS, continue inspections every 50 hours TIS, and must not fly an aircraft if an inspection finds leaking/seeping/staining until the pump is replaced (Requirement; Compliance).\n\nImplementation, trade-offs and risks (mechanism-focused)\n\n- Reliance on a supplier document: the AD mandates following Machen Inc. SB 76-009. That concentrates technical authority in the SB; operators must have access to and follow that SB to comply (Requirement).  \n- Direct costs: periodic inspections (labour) and replacement of any defective pumps (parts + labour). If parts are scarce, downtime and search costs rise.  \n- Operational cost profile: inspections are frequent (first within 10 hours, then every 50 hours), so recurring maintenance expense and record-keeping are ongoing.  \n- Safety benefit vs opportunity cost: the AD imposes recurring checks to detect a specific leak hazard. The trade-off is routine maintenance cost and possible aircraft downtime in exchange for reduced risk of in-flight fire/explosion from the identified pump leak mode.  \n- Compliance risk: failure to follow the SB or to perform inspections at the stated intervals risks regulatory non-compliance and leaves the aircraft exposed to the identified hazard.  \n- External cross-reference: the AD notes a related FAA AD (FAA AD 2003-22-01), which may contain parallel technical requirements or background information but compliance is controlled by this CASA AD (Note).\n\nSource attributions\n\n- Applicability, Requirement and Compliance sections set the mandatory actions and timing.  \n- Background sets the stated safety rationale (reports of leaking fuel transfer pumps and potential for fire/explosion)."}},"importantCases":[],"_links":{"self":"/api/acts/ad-tsa-600-49-auxiliary-fuel-transfer-pumps","history":"/api/acts/ad-tsa-600-49-auxiliary-fuel-transfer-pumps/history","analysis":"/api/acts/ad-tsa-600-49-auxiliary-fuel-transfer-pumps/analysis","conflicts":"/api/acts/ad-tsa-600-49-auxiliary-fuel-transfer-pumps/conflicts","importantCases":"/api/acts/ad-tsa-600-49-auxiliary-fuel-transfer-pumps/important-cases","documents":"/api/acts/ad-tsa-600-49-auxiliary-fuel-transfer-pumps/documents"}}
