A large number of these uncommanded cable cuts have been attributed to ineffective bonding between various component parts of the hoist assembly or between the hoist assembly and the aircraft. Various hoist and aircraft manufacturers have adequately addressed this problem for specific hoists and aircraft, however it is possible that not all hoist and aircraft bonding requirements are adequately covered by manufacturers data or other ADs.This original issue of this AD was issued to address this anomaly and ensured that adequate and effective bonding exists between the component parts of the hoist and between the hoist and the aircraft. |\n\n| | Amendment 1 is issued to limit the AD’s applicability to Part 42 aircraft only. This AD will be repealed after the requirements are incorporated into a future amendment of the Part 42 Manual of Standards. |\n| --- | ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ |\n\n![VAN DIJK_P](image.001.jpeg)\n\nPieter van Dijk \nDelegate of the Civil Aviation Safety Authority\n\n22 February 2016","sortOrder":0},{"sectionNumber":"AD/SUPP/16 Amdt 1","sectionType":"part","heading":"AD/SUPP/16 Amdt 1","content":"## AD/SUPP/16 Amdt 1","sortOrder":1},{"sectionNumber":"Electrical Hoist Assemblies - EarthBondi","sectionType":"part","heading":"Electrical Hoist Assemblies - EarthBonding Testing","content":"## Electrical Hoist Assemblies \\- Earth \nBonding Testing","sortOrder":2},{"sectionNumber":"5/2016","sectionType":"part","heading":"5/2016","content":"## 5/2016","sortOrder":3}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":true,"description":"Amendment 1 narrows the AD’s scope by limiting applicability to aircraft subject to Part 42 of CASR 1998. The test must be done with a bonding tester that can resolve to 0.002 ohm.\n\n**Who must comply**\n\n- Aircraft and operators to which Part 42 of the Civil Aviation Safety Regulations (CASR 1998) applies (this amendment limits applicability to Part 42 aircraft only).\n- The requirement applies to all electrical hoist assemblies that do not already have specific bonding-testing requirements in some other Australian airworthiness directive (AD) or manufacturer data (as stated in the AD text).\n\n**When the checks must be done**\n\n- For hoists not yet installed, the bonding test must be done before installation.\n- For hoists already installed, the AD states they must have been checked prior to 12 March 1992 and thereafter at intervals not exceeding 24 months. (The AD’s effective date is 26 February 2016; note the AD text reproduces that earlier compliance-date requirement.)\n\n**Why this rule exists (stated purpose)**\n\n- The stated safety concern is that ineffective electrical bonding can allow unintended electrical initiation of pyrotechnic squibs (explosive devices used to sever hoist cable), causing uncommanded cable cuts. The AD says manufacturers and other ADs have addressed the issue for many specific hoists/aircraft, but that not all combinations are necessarily covered, so this AD ensures an explicit bonding requirement is applied where not otherwise mandated.\n\n**Practical effects, who pays, and what changes in behaviour**\n\n- Operators or maintenance organisations must perform and document bonding-resistance tests at the specified intervals (or before installation). They must own or access a bonding tester capable of 0.002 ohm resolution, or contract the test to a provider that does.\n- If measured resistance exceeds 0.010 ohm, maintenance actions will be required (cleaning, re-bonding straps, replacing connectors or parts) until the resistance meets the limit; those repairs, parts and associated labour/time on ground are paid by the aircraft operator or owner.\n- The rule directs maintenance practice (test and remediate) rather than mandating specific design changes; manufacturers may already supply tighter or equivalent requirements for specific hoists.\n\n**Costs, incentives and trade-offs**\n\n- Direct costs: purchase or hire of a suitable tester, labour for tests and remedial work, and aircraft downtime during testing/repair. These are concentrated on operators flying aircraft with these hoists.\n- The safety benefit claimed is reduction in uncommanded pyrotechnic activation events. The AD treats testing as cheaper/less intrusive than redesign or replacement for many hoists.\n- Where manufacturers or other ADs already require bonding tests or design fixes, this AD mainly imposes recordkeeping and verification; where they do not, it creates a new recurring maintenance obligation.\n\n**Implementation risks, ambiguity and enforcement**\n\n- The AD cross-references Part 42 of CASR 1998 and other ADs/manufacturer data; interpretation requires checking those documents to determine whether a specific hoist is already covered.\n- The compliance line that installed hoists must have been checked “prior to 12 March 1992 and thereafter at intervals not exceeding 24 months” is potentially confusing when read alongside an AD with effective date 26 February 2016. Operators will need to interpret whether the AD imposes an immediate testing obligation for any installed hoists that lack records back to 1992.\n- The amendment narrows applicability to Part 42 aircraft only and signals the AD will be repealed once the requirement is moved into the Part 42 Manual of Standards (MOS), so long-term enforcement may move from ADs to the MOS.\n\n**Source-claimed purpose vs concrete mechanisms**\n\n- The text claims the change reduces uncommanded squib initiation by ensuring low-resistance bonding. Mechanically, it does this by (a) mandating a numerical resistance ceiling (0.010 ohm) and (b) mandating use of a tester with 0.002 ohm resolution, and (c) establishing a compliance interval (24 months). These are verifiable maintenance actions that create measurable limits and recurring obligations.\n- Costs are borne by operators/maintainers; the AD does not create subsidies or exemptions. The AD narrows its reach (Amendment 1) to Part 42 aircraft, which reduces the population of affected operators compared with the original broader wording.\n\n**Practical checklist for an operator or maintenance organisation**\n\n- Check whether your hoist is already covered by manufacturer data or another AD. If not, and you operate under Part 42, proceed.\n- Obtain or access a bonding tester capable of 0.002 ohm resolution.\n- Measure bonding resistance between adjacent hoist components and between hoist and airframe; ensure each measurement is ≤ 0.010 ohm.\n- For installed hoists, ensure tests have been done at the stated historical interval or perform a test now and schedule repeats no more than every 24 months.\n- Record results and corrective actions in the aircraft maintenance records.\n\n(Analysis based on the AD text: “AD/SUPP/16 Amdt 1 — Electrical Hoist Assemblies - Earth Bonding Testing”, effective 26 February 2016; amendment limits applicability to Part 42 aircraft and notes repeal once incorporated into the Part 42 MOS.)"},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":true,"description":"The original AD applied to all aircraft with electrical hoist assemblies lacking specific bonding requirements.
