The voltage drop could cause the left hand electronic flight information system (LH EFIS) screens to blank when the hydraulic pump initially starts to supply hydraulic power to the landing gear and/or flaps. This temporary loss of information on the LH EFIS screens increases pilot workload.\n\nThis Directive requires the modification of the hydraulic pump electrical wiring circuits to reduce the initial flow of current to the pump.\n\n![Signature of James Coyne Delegate of the Civil Aviation Safety Authority](image.002.png) \n\nJames Coyne\n\nDelegate of the Civil Aviation Safety Authority 18 November 2002\n\n![](image.001.png)","sortOrder":1}],"analysis":{"flash_summary_failed":{"failed":true,"reason":"Unauthenticated. (See “Applicability” and “Requirement”.)\n- The modification must be done in accordance with Saab Aircraft Mandatory Service Bulletin SAAB 340-29-021 Revision 02 (dated 2 October 2002). Earlier installations done under the original SB dated 15 May 2001 or Revision 01 dated 3 April 2002 are accepted as satisfying the Directive.\n- The work must be completed by the compliance date (before 2 October 2003). The Directive became effective 26 December 2002.\n\n**Why the change is required (official rationale)**\n\n- Saab and CASA identified that when the hydraulic pump starts there can be a high initial current draw that momentarily drops the aircraft power bus voltage. That voltage drop can cause the left-hand electronic flight information system (LH EFIS) screens to blank when the pump starts supplying hydraulic power to the landing gear and/or flaps, increasing pilot workload. The modification reduces the pump’s initial current draw to prevent that voltage drop. (See “Background”.)\n\n**Who this affects and who pays**\n\n- Affected parties: operators and owners of Saab SF340A aeroplanes with serial numbers 004–028.\n- Who pays: the aircraft owner/operator must arrange and pay for the wiring modification, including parts, labour, aircraft downtime and any required certification by an approved maintenance organisation.\n- Who decides/implements: the Civil Aviation Safety Authority delegate issued the Directive; certified maintenance organisations or authorised Saab service centres must perform the work to the specification in the service bulletin.\n\n**Practical consequences and compliance mechanics**\n\n- Operators must obtain and follow the referenced Saab Mandatory Service Bulletin to complete the wiring change. The AD treats earlier editions of that SB (the 2001 original or 2002 Rev 01) as acceptable terminating action, so aircraft already modified to those standards do not need further work.\n- The AD sets a hard compliance date: the modification must be done before 2 October 2003.\n- The AD cross-references a foreign authority AD (LFV AD 1-179 R1), which indicates related action by another regulator.\n\n**Costs, incentives and trade-offs (implementation-focused)**\n\n- Direct costs: parts, labour and aircraft downtime borne by operators. The AD creates demand for maintenance effort; independent maintenance organisations qualified to carry out Saab SB work can compete for that business.\n- Benefits are concentrated (operators of the affected serial-numbered aircraft receive improved EFIS reliability and reduced pilot workload at specific flight phases). Costs are relatively diffuse across those operators.\n- Opportunity cost: time in shop for modification reduces aircraft availability and may require schedule changes or replacement capacity.\n- Compliance burden and risk: the technical nature of the work means it must be carried out to the SB instructions; incorrect or incomplete modification could leave the unsafe condition uncorrected. The AD accepts previous SB revisions as terminating action, reducing repeat-work risk for aircraft already modified.\n- Effect on private choice and markets: the AD is mandatory for affected aircraft, so it restricts an operator’s freedom to defer or reject the modification. It does not, on its face, restrict which approved maintenance organisations may perform the work; that preserves competition among qualified service providers.\n\n**Implementation and administrative notes**\n\n- The AD references an external technical document (the Saab Mandatory Service Bulletin). Compliance therefore depends on access to and correct application of that SB.\n- The Directive is narrowly targeted by serial number range and a single technical fix; it does not introduce new continuing oversight obligations beyond the one-off modification and its documentation.\n\n(Referenced parts of the instrument: “Applicability”, “Requirement”, “Compliance”, “Background”.)"},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a targeted safety directive addressing a specific electrical fault in a limited fleet of aircraft.
