(Requirement section)\n\n- The aim, as stated in the AD, is to make the DC generator system more resistant to lightning strikes because there were incidents where both DC generators dropped off line during lightning, requiring manual resets and sometimes not being corrected by manual reset. (Background section)\n\n**Which aircraft are affected**\n\n- Model SF340A aeroplanes with serial numbers 004 through 159 inclusive, and Model 340B aeroplanes with serial numbers 160 through 379 inclusive. (Applicability section)\n\n**What operators must do and when**\n\n- Implement the modification in accordance with the Saab service bulletin. (Requirement section)\n\n- Compliance deadline: complete the modification within 5,000 flight hours after the AD’s effective date, but in any event no later than 21 February 2004. The AD’s effective date is 21 February 2002. (Compliance section)\n\n**Who pays, who decides, and what changes**\n\n- Who decides: the Civil Aviation Safety Authority (CASA) delegate issued the AD and sets the compliance requirement and deadline. (front matter and compliance)\n\n- Who pays: aircraft operators (owners/lessees) are the parties who must arrange and pay for the modification, including parts, labour and any downtime. The AD references Saab’s mandatory service bulletin as the method to comply, so compliance will usually involve following OEM instructions and possibly using approved maintenance organisations. (Requirement section)\n\n- What behaviour changes: operators must schedule and carry out a specific electrical modification to the DC generator test/feeder circuit. This reduces reliance on manual resets after lightning strikes and changes maintenance tasks and planning. (Requirement & Background sections)\n\n**Why it matters (stated purpose and practical effects)**\n\n- Stated purpose: reduce the likelihood that both DC generators drop off line during lightning strikes, thereby reducing pilot workload and the risk that manual resets will not restore generators. (Background section)\n\n- Practical effects and trade-offs: the modification should reduce an operational safety nuisance and potential safety risk related to power loss after lightning; in return, operators incur direct costs (parts, labour), opportunity costs (aircraft downtime for installation), and administrative costs (getting and following the Saab service bulletin, potentially using certified maintenance providers). The AD cross-references a Swedish authority AD (LFV AD 1-169), so operators familiar with international airworthiness directives may coordinate actions or approvals across jurisdictions. (Requirement & Note sections)\n\n**Implementation and compliance risk**\n\n- Implementation requires following a Saab Mandatory Service Bulletin (the AD does not supply the technical steps itself), so access to the OEM bulletin and appropriate maintenance facilities is necessary. If the modification is not done within the deadline, the aircraft will be non-compliant with the AD, which has regulatory consequences for continued operation. (Requirement & Compliance sections)\n\n**Summary in one sentence**\n\n- Operators of the specified Saab SF340 serial-number range must modify the DC generator over-voltage/feeder test circuit per Saab Service Bulletin SAAB 340-24-023 Rev. 2 to reduce lightning-induced generator drop-offs, within 5,000 flight hours or by 21 February 2004, whichever comes first.
