Amendment 1 (1966) and Amendment 2 (1998) progressively added more rigorous inspection requirements — introducing magnified inspections (10x glass), expanding the inspection areas to include upper and lower strut ends, and tightening compliance intervals. What began as a basic visual check evolved into a three-tiered inspection regime with different frequencies and certification requirements.
