Unless previously accomplished; within 25 hours time in service from the effective date of this Airworthiness Directive amendment.\n\nThis Amendment becomes effective on 27 December 2001.\n\nBackground: This Directive has been issued to address reports of fuel filter by-pass valves being found jammed during scheduled fuel filter maintenance. Failure of the filter by-pass valve could result in an engine flameout. This amendment is raised to reflect the manufacturer’s revision to the requirement document. The revision, in part, provides a terminating action. The requirements of this Directive are no longer applicable to helicopters incorporating Mod. 0726087 (SB 28-00-38).\n\nAmendment 3 was raised to delete the AS332L2 model and to add a fuel filter part number and became effective on 28 December 2000.\n\nAmendment 2 was raised to include an additional P/N filter and to reference R2 of the manufacturer’s service telex and became effective on 13 July 2000.\n\nAmendment 1 was raised to list affected fuel filters by part number and became effective 25 February 1999.\n\n![](image.006.png)The original issue of this Airworthiness Directive became effective on 5 August 1998.\n\n![](image.007.png) \n\nEugene Paul Holzapfel\n\nDelegate of the Civil Aviation Safety Authority 7 November 2001\n\n![](image.002.png) \n\nThe above AD is notified in the Commonwealth of Australia Gazette on 5 December 2001.","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":true,"description":"Yes. The AD’s scope has been altered since the original issue. Initially the AD required inspections and RFM procedure changes to address jammed fuel by-pass valves. Subsequent amendments expanded and refined the list of affected fuel filter part numbers and models (Amendments 1–3) and this Amendment (4) incorporates the manufacturer’s revised service document and introduces a formal terminating action: helicopters that have Mod. 0726087 (SB 28-00-38) embodied are no longer subject to the AD’s requirements. In short, the instrument’s scope has both broadened (by adding part numbers/models during earlier amendments) and been narrowed for modified helicopters by this amendment’s terminating-action provision (Background and Requirement sections)."},"complexity_factors":["Single-subject AD with two main requirements (inspection per manufacturer bulletin and RFM procedure amendment)","References to external technical documents: Eurocopter AS 332 Alert Service Bulletin No. 01.00.56R1 (paragraph 2.B and 2.B.1) and SB 28-00-38 (terminating mod)","Multiple compliance triggers and timings (within 25 hours; each time indicator light comes on; after each installation of a listed filter)","Applicability tied to multiple specific fuel filter part numbers and helicopter model variants (requires cross-check against fleet configuration)","Terminating action (Mod. 0726087) that exempts helicopters once embodied — introduces conditional scope depending on modification status","Amendment history (several past amendments changed affected models and part numbers), requiring tracking of AD evolution"],"plain_english_summary":"**What this Airworthiness Directive (AD) does, in plain English**\n\n- **Which aircraft are affected:** Operators and owners of Eurocopter AS 332 (Super Puma) series helicopters that have the specific fuel filter part numbers listed in the AD fitted. The AD’s applicability is limited to those listed filter part numbers and to helicopters that have not had the terminating modification (Mod. 0726087 / SB 28-00-38) installed.\n\n- **What it requires (mechanics of the rule):**\n - Carry out the inspection/checks described in paragraph 2.B of Eurocopter AS 332 Alert Service Bulletin No. 01.00.56R1. (This external service bulletin contains the technical steps for the check.)\n - Replace certain temporary emergency procedures in the Rotorcraft Flight Manual (RFM) with the specific “FUEL SYSTEM FAILURES” text supplied in the AD. The AD text tells flight crews what to do if a pre-clogging indicator light illuminates on one or both fuel systems.\n - If a pre-clogging indicator light comes on in one system, follow the Flight Manual procedure. If the other system’s pre-clogging indicator then comes on, the crew must land as soon as possible, follow the service bulletin instructions (paragraph 2.B.1), and replace both fuel filter cartridges before flying again.\n - You may insert a copy of this AD into the RFM to meet the requirement to change procedures.\n\n- **When you must do it (compliance timing):**\n - The inspection and the RFM amendment must be done within 25 hours time-in-service from the AD’s effective date unless already done.\n - The inspection check must also be done each time a pre-clogging indicator light comes on and after each installation of a new fuel filter listed in the Applicability.\n\n- **Why it matters (stated safety concern and intended effect):**\n - Reports showed fuel filter by-pass valves being found jammed during scheduled maintenance. A stuck by-pass valve can bypass the filter and may cause fuel problems that could lead to engine flameout. The AD’s actions (inspections, emergency procedure changes, replacement of filters) are intended to detect and remove filters or valves at risk of causing such failures.\n\n- **How the rule changes operator behaviour and who bears costs:**\n - Operators must perform additional inspections, amend the RFM, and replace filter cartridges when the checks or indicator lights demand it. That creates direct maintenance costs (labour, parts), potential aircraft downtime, and record-keeping tasks. The manufacturer’s service bulletin prescribes the technical method; CASA enforces the requirement.\n - There is a one-off compliance window (25 hours) plus recurring triggers (indicator lights, new filter installations). Operators can avoid ongoing recurring checks for a particular helicopter if they install the terminating modification (Mod. 0726087 / SB 28-00-38), but that modification itself has a cost to install.\n\n- **Documents and references relied upon:**\n - Eurocopter AS 332 Alert Service Bulletin No. 01.00.56R1 (paragraph 2.B and 2.B.1) — provides the technical check and post-flight instructions.\n - Mod. 0726087 (SB 28-00-38) — when embodied, it terminates the AD requirements for that helicopter.\n\n- **Implementation notes and practical trade-offs (brief):**\n - The AD shifts immediate detection and replacement costs to operators, while offering an engineering fix (the terminating mod) that removes the recurring burden if installed. Compliance depends on operators having access to the specified service bulletin, replacement filter cartridges, and the ability to update the RFM promptly. CASA enforces compliance; the AD permits inserting the directive itself into the RFM as evidence of compliance.\n\n(References in the AD: Requirement paragraphs 1 and 2; the inserted flight procedure text; Compliance section; Background noting terminating action Mod. 0726087 / SB 28-00-38.)"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
