It was determined that the propeller service life needed to be reduced to provide a safe service life for the propeller.Exceeding the service life of the propeller could lead to failure of the hubs or blades resulting in subsequent loss of aeroplane control.Actions specified by this AD address the safety risk associated with the loss of aeroplane control. The current Amendment of this AD addresses an administrative omission in the earlier Amendment, with no change in technical content or the compliance schedule.Amendment 1 of this AD aligned the compliance statement to the FAA AD and became effective on 01 August 2005.The original issue of this AD became effective on 11 March 2003. |\n\n![](image.001.png) \nJames Coyne \nDelegate of the Civil Aviation Safety Authority\n\n1 August 2005","sortOrder":0},{"sectionNumber":"AD/PHZL/76 Amdt 2","sectionType":"part","heading":"AD/PHZL/76 Amdt 2","content":"## AD/PHZL/76 Amdt 2","sortOrder":1},{"sectionNumber":"HC-C2YR-4CF Propeller Life Reduction","sectionType":"part","heading":"HC-C2YR-4CF Propeller Life Reduction","content":"## HC-C2YR-4CF Propeller Life Reduction","sortOrder":2},{"sectionNumber":"10/2005 TX","sectionType":"part","heading":"10/2005 TX","content":"## 10/2005 TX","sortOrder":3}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"Per the Background, this Amendment addresses an administrative omission only and makes no change to the technical content or the compliance schedule of the original AD; therefore the operative scope and requirements remain unchanged."},"complexity_factors":["Narrow applicability limited to a specific propeller model and specific aircraft/engine combination (Applicability).","Simple, bright-line life limit (2,000 flight hours TSN) that triggers removal and installation prohibition (Requirement; Compliance).","Operational impact where records are missing: mandatory assumption that unknown-hour parts exceed the limit (Compliance, Note 3).","Administrative compliance action required: logbook annotation to prevent installing removed parts on other aircraft (Requirement, Note 1).","Immediate grounding risk for parts already over the limit (Compliance).","Reference to an external FAA AD for related regulatory background (Requirement, Note 2)."],"plain_english_summary":"This instrument requires retiring Hartzell HC-C2YR-4CF propeller hubs (P/N D-6522-1 or D-2201-16) and blades (P/N FC8477A-4) installed on Pitts S-2S/S-2B aircraft with Lycoming AEIO-540-D4A5 engines once they reach 2,000 flight hours TSN, prohibits installing parts with 2,000 hours or more, and treats parts with unknown hours as over 2,000.
