Align wing tips in accordance with a CAA approved Engineering Order; or\n\nNote: NAVAIR MAINTENANCE Engineering Order No 191 is approved by the CAA for this purpose. (Telephone 02-7900942).\n\nAlternatively, install stall strips in accordance with Piper SB No 916B and check that the aircraft has improved stall handling characteristics.\n\nNote: Either of these actions terminates the necessity for a temporary aft centre of gravity restriction.\n\n2. Remove cockpit placard and any temporary Flight Manual amendment restricting the aft centre of gravity limit.\n\nCompliance: Not later than 1 September 1991.\n\nBackground: Piper Aircraft Corporation has learned that PA 28 aircraft identified in Piper SB No 916B may exhibit an undesirable tendency to roll to the right just before and/or during the stall. This may result in a bank angle up to 60º. Initial issue of this Directive imposed a temporary aft centre of gravity restriction which was superseded by the requirement for wing stall strips. NAVAIR has demonstrated that the roll tendency is due to incorrect alignment of wing tips and correcting the alignment eliminates the roll tendency.","sortOrder":0}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2716},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This amendment expands compliance options by adding wing tip alignment as an alternative to stall strip installation, but remains focused on the original safety purpose of correcting the stall-induced roll tendency in affected aircraft."},"complexity_factors":["Technical aviation terminology requiring knowledge of aircraft systems (stall strips, center of gravity, wing tip alignment)","Cross-references to external technical documents (Piper SB 916B, NAVAIR EO 191)","Limited conditional applicability based on aircraft serial numbers and previous amendment compliance","Simple binary alternative compliance structure (do X or Y)"],"plain_english_summary":"This directive fixes a dangerous right-roll tendency in certain Piper Cherokee PA-28-161 and PA-28-181 aircraft that can occur during stalls.
