The Directive requires the modification of the left and right hand standby fuel pump switches together with the revision of the Emergency and Abnormal Procedures sections of the AFM to advise the flight crew of the proper procedures to follow in the event of failure of the standby fuel pump to shut off. |\n| | The Directive is issued to prevent this inadvertent operation, which could result in inadvertent fuel transfer by the left or right wing fuel system and subsequent over-limit fuel imbalance between the left and right wing fuel loads. This imbalance could affect lateral control of the aeroplane which could result in reduced controllability. |\n\n![](image.001.png) \nDavid Punshon \nDelegate of the Civil Aviation Safety Authority\n\n23 February 2007","sortOrder":0},{"sectionNumber":"AD/LEARJET 35/40","sectionType":"part","heading":"AD/LEARJET 35/40","content":"## AD/LEARJET 35/40","sortOrder":1},{"sectionNumber":"Standby Fuel Pump Annunciators","sectionType":"part","heading":"Standby Fuel Pump Annunciators","content":"## Standby Fuel Pump Annunciators","sortOrder":2},{"sectionNumber":"4/2007","sectionType":"part","heading":"4/2007","content":"## 4/2007","sortOrder":3}],"analysis":{"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The Directive maintains its original safety-focused scope: mandate the standby fuel pump switch modification and AFM procedure update for the affected Learjet models to prevent inadvertent pump operation and possible fuel imbalance, as described in the instrument's Background."},"complexity_factors":["Technical modification required to aircraft electrical/switching system per Bombardier SB 35/36-28-11 Rev 4 (requires certified maintenance capability).","Dual compliance obligations: a physical modification (hardware) and a procedural/document change (AFM/TMF insertion).","Clear applicability limited to aircraft identified in the referenced service bulletin (operator must check SB applicability).","Staged compliance timing: modification within 24 months, AFM change required before next flight after the modification.","Regulatory cross-reference: later SB revisions may be acceptable if FAA approves them as an Alternate Method of Compliance (AMOC).","Operational risk trade-off: addresses a low-frequency electrical malfunction with potential high-consequence aerodynamic effects, requiring coordination between maintenance and flight crew procedures."],"plain_english_summary":"**What it changes:** Requires operators of certain Learjet 35/35A/36/36A aeroplanes to modify the left and right standby fuel pump switches according to Bombardier Service Bulletin 35/36-28-11 Revision 4 and to update the Aircraft Flight Manual (Emergency and Abnormal Procedures) using specified Temporary Flight Manual changes. \n\n**Who it affects and why it matters:** Applies to aeroplanes listed in that service bulletin.
