(This is an Airworthiness Directive from the Civil Aviation Safety Authority.)\n\n**Who is affected:**\n\n- Operators and owners of Hawker Beechcraft Model Hawker 800XP aircraft that are identified in Raytheon Service Bulletin SB 24-3772 (dated February 2006).\n\n**Why it matters:**\n\n- The stated safety concern is that wire bundles in panel DA have been reported to chafe and develop exposed conductors. Chafed wiring can short, potentially causing loss of multiple flight-essential functions and/or smoke or fire in the flight compartment and main cabin. The directive is intended to identify and fix these wiring problems before they cause such failures. (Background and purpose as described in the directive.)\n\n**Exactly what is required (mechanics):**\n\n1. Do a \"detailed inspection\" of the panel DA wiring for clearance and for signs of chafing or exposed conductors, following the Accomplishment Instructions of Raytheon Service Bulletin SB 24-3772 (Requirement 1). Note: the directive defines a \"detailed inspection\" as an intensive, well‑lit, possibly aided inspection that may require cleaning or magnification (Note 1).\n\n2. If any wire is found touching the panel, structure or equipment, or if any chafing or exposed conductor is found, repair or replace the wires and cable ties with new parts in accordance with SB 24-3772 (Requirement 2). Repairs/replacements must be done before further flight after the inspection.\n\n3. Later revisions of SB 24-3772 that the U.S. Federal Aviation Administration (FAA) has approved as an Alternate Method of Compliance (AMOC) to FAA AD 2007-21-08 are acceptable for meeting the equivalent requirements of this directive (Requirement 3).\n\n**Timing and compliance:**\n\n- The inspection (Requirement 1) must be done within 600 hours time in service or within 12 months after the directive’s effective date (whichever comes first).\n- Any required repairs or replacements (Requirement 2) must be completed before the aircraft flies again.\n- The directive became effective 20 December 2007.\n\n**Who decides and who pays:**\n\n- The aircraft operator (or its maintenance organisation) must arrange and carry out the inspection and any repairs (operator responsibility). A licensed maintenance organisation or appropriately certificated personnel will perform the work per the service bulletin.\n- Costs are borne by aircraft owners and operators: labour time for inspection, any replacement wiring or cable ties, and aircraft downtime while work is performed.\n- The regulator (Civil Aviation Safety Authority) enforces compliance; the directive accepts certain FAA‑approved alternate compliance methods (AMOCs) as allowed variations.\n\n**Implementation trade-offs, incentives and risks:**\n\n- Compliance imposes direct, observable costs on operators: inspection labour, parts, and aircraft downtime. Operators may prefer an FAA‑approved AMOC or later SB revision if it reduces cost or downtime (Requirement 3 permits this where FAA has approved it).\n- The directive concentrates a clear safety benefit on aircraft occupants and operators of the affected model by reducing the risk of electrical shorts and in‑flight smoke/fire; the costs are distributed to the affected fleet owners/operators.\n- Successful implementation depends on inspection quality: a \"detailed inspection\" standard requires adequate lighting, inspection aids, and possibly surface cleaning; inadequate inspection could leave hazards uncorrected. The directive’s language sets the inspection standard (Note 1) but relies on maintenance practice for execution.\n- The rule does not change aircraft design or operations beyond requiring inspection and repair; it allows use of alternative, regulator‑approved methods (AMOCs) which can reduce rigid compliance costs if approved.\n\n**Source mechanics cited:**\n- The action items above come from the directive's Requirement 1, Requirement 2 and Requirement 3 and the defined inspection standard in Note 1. The compliance time limits come from the Compliance section. The directive references Raytheon SB 24-3772 and FAA AD 2007-21-08 as the technical and regulatory cross‑references.\n\n"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
