The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\n![](image.001.png) \n\nFire Protection Equipment\n\nAD/FPE/16 Removal of Kidde Fire Extinguishers\n\nP/N 898052 from Service\n\n \n3/2004\n\nApplicability: Kidde Aerospace hand held fire extinguisher P/N898052 with serial numbers V- 432001 through W-389653 both inclusive and manufactured between 1995 and 2002.\n\nThis directive is not applicable to fire extinguishers, P/N 898052, with serial numbers with prefixes other than “V” or “W”.\n\nRequirement: 1. Remove from service the applicable hand held fire extinguishers per Kidde Aerospace SB 898052-26-449 dated 7 October 2002.\n\n2. Do not install any fire extinguisher for which this directive is applicable.\n\nNote: FAA AD 2003-26-14Amdt 39-13413 refers.\n\nCompliance: Requirement 1: Not later than 18 March 2005.\n\nRequirement 2: As of the effective date of this Directive.\n\nThis Airworthiness Directive becomes effective on 18 March 2004.\n\nBackground: Incomplete crimping of the siphon tubes have resulted in discharge time of the applicable fire extinguishers to be more than that is maximum allowable. This could adversely affect the performance of the extinguisher in an emergency and hence are removed from service.\n\n![](image.002.png) \n\nJames Coyne\n\nDelegate of the Civil Aviation Safety Authority 5 February 2004\n\n![](image.001.png) \n\nThe above AD is notified in the Commonwealth of Australia Gazette on 25 February 2004.\n\n \nPage 1 of 1","sortOrder":0}],"analysis":{"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This AD maintains its original narrow scope: addressing a specific manufacturing defect in a single fire extinguisher model. (Requirement 1 & 2)\n- Directs operators to follow Kidde Aerospace Service Bulletin SB 898052‑26‑449 dated 7 October 2002 when removing the extinguishers. (Requirement 1)\n- Sets compliance dates: the prohibition on installing affected extinguishers takes effect immediately on the AD's effective date; removal from service must be completed by 18 March 2005. (Compliance)\n\n**Who this affects**\n\n- Aircraft owners, operators, maintenance organisations and anyone responsible for on‑board fire protection who have Kidde Aerospace fire extinguisher part number (P/N) 898052 with serial numbers V‑432001 through W‑389653 (inclusive) manufactured between 1995 and 2002. (Applicability)\n- The directive does not apply to P/N 898052 units with serial number prefixes other than “V” or “W”. (Applicability)\n\n**Why it matters (official rationale and practical consequences)**\n\n- Official reason: incomplete crimping of the siphon tubes in the affected extinguishers can cause discharge times to exceed the maximum allowed, which may reduce extinguisher effectiveness in an emergency. (Background)\n- Practical consequence: operators must remove and stop using these specific extinguishers. That preserves a safety standard (shorter, predictable discharge time) by eliminating units that may underperform.\n\n**Who pays, who decides, and what behaviour changes**\n\n- Who pays: aircraft owners/operators bear the direct cost of removing and replacing the affected extinguishers and any associated aircraft downtime or maintenance labour. (Requirement & Compliance)\n- Who decides/enforces: the CASA delegate issued the AD under CASR 1998 subregulation 39.1(1); compliance is mandatory for Australian‑registered aircraft and products covered by the AD. (preamble)\n- Behaviour change required: inspect extinguisher serial numbers, remove affected units per the service bulletin by the compliance date, and do not install any affected extinguisher as of the AD's effective date.\n\n**Trade‑offs, compliance burden and implementation risks**\n\n- Compliance burden: modest operational and administrative work — identifying affected extinguishers, performing removals per the service bulletin, sourcing replacements, and recording the action in maintenance records. (Requirement & Compliance)\n- Costs and opportunity costs: direct replacement cost and possible short aircraft grounding for maintenance; funds and labour diverted from other maintenance tasks. These are concentrated on operators with the affected serial numbers.\n- Supply and substitution effects: demand for acceptable replacement extinguishers may increase temporarily; operators may substitute to different approved models if available.\n- Implementation risks: accurately reading serial numbers (prefix requirement), obtaining replacements in time, and ensuring removals follow the referenced service bulletin. The AD cross‑references an FAA AD and a manufacturer service bulletin for technical steps. (Note & Requirement)\n\n**Other legal or procedural notes**\n\n- The AD references FAA AD 2003‑26‑14 Amdt 39‑13413 and requires compliance with the Kidde service bulletin for the removal procedure. (Note & Requirement)\n\nOverall, the instrument is a narrowly targeted, safety‑driven requirement removing a clearly identified set of fire extinguishers from service and prohibiting their installation, shifting replacement costs and operational burden to affected aircraft owners and operators while aiming to reduce an identified safety risk.
