The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.\n\nAD/F28/79\n\nAmdt 1\n\n \nMain Landing Gear Torque Link Dampers 6/2000\n\nApplicability: F28 Mk 1000 to Mk 4000 all serial numbers.\n\nRequirement: 1. Inspect main landing gear in accordance with Fokker SB F28/32-151 dated 09 August 1996.\n\n2. Remove main landing gear torque link dampers, P/N 23700-1 and/or 23700-3, from the aircraft and install modified main landing gear dampers P/N 23700-5 in accordance with Fokker SB SBF-28/32-157R1.\n\nNote: RLD AD 1996-103(A) and RLD AD 1999-138(A) refer.\n\nCompliance: 1. Perform the following inspections in accordance with \"2 Accomplishment Instructions” of Requirement 1 document.\n\n1. a. Part 1.D.- within 1000 flight cycles after 05 December 1996; and\n\n1. b. Parts 1.A, 1.B. and 1.C. \\- within 3000 flight cycles after 05 December 1996, thereafter at intervals not exceeding 3000 flight cycles; and\n\n c. Part 2.- Before 30 May 1999.\n\n 2. Unless previously carried out, within 24 months time in service from the effective date of this Directive.\n\nThis Amendment becomes effective on 15 June 2000.\n\nCOMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 \\- 105 CIVIL AVIATION SAFETY AUTHORITY\n\nSCHEDULE OF AIRWORTHINESS DIRECTIVES\n\nBackground: There have been many MLG torque link failures in the applicable aircraft.\n\nMaintenance deficiencies caused reduced natural stability of the MLG lateral and torsional mode during landing causing failure. In-service experience also found that operators, despite improved maintenance procedures may not succeed in effectively eliminating torque link failures. Since a potentially unsafe condition still exists or may develop, this Directive requires installation of dampers on all applicable aircraft, and revised maintenance until that is accomplished.\n\nAmendment 1 is raised to mandate replacement of the \\-1 and \\-3 dampers with modified -5 dampers.\n\nThe original issue of this Airworthiness Directive became effective on 5 December 1996.\n\n![](image.003.png) \n\nEugene Paul Holzapfel\n\nDelegate of the Civil Aviation Safety Authority 5 May 2000\n\n![](image.002.png) \n\nThe above AD is notified in the Commonwealth of Australia Gazette on 17 May 2000.","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":true,"description":"Amendment 1 narrows and strengthens the original AD by mandating replacement of existing torque link dampers P/N 23700-1 and 23700-3 with modified dampers P/N 23700-5.
