The directive aims to detect and manage that cracking risk (Background).\n\nTesting the stated purpose against costs, incentives and operational impacts\n\n- Who pays: aircraft owners/operators bear direct costs — labour for inspections, potential panel removal to gain access, and repair costs where cracking is found (Requirement 1; Requirement 3).\n- Who decides: maintenance personnel decide how to gain access and perform the visual inspection; EASA/ENAC decide which repair methods are approved and whether an aircraft must be grounded (Requirement 1; Requirement 3; Notes).\n- Behavioural change required: operators must introduce a scheduled inspection task (initial and repeated at ≤100 flight hours), potentially change maintenance scheduling to allow for panel removal and more frequent checks, and accept mandatory repairs or grounding if cracks are found (Requirement 1; Requirement 2; Compliance).\n- Compliance burden: visual inspection is relatively simple but may require removal of upper firewall panels (increasing labour/time). If cracks are found, repairs may be technically involved and cause longer downtime or cost (Requirement 1; Requirement 3).\n- Incentives and trade‑offs: the directive increases short‑term maintenance costs and downtime to reduce the risk of engine‑mount detachment. For operators, the trade‑off is increased inspection/repair expense versus reduced operational risk from undetected structural cracking. Approved repairs can lengthen intervals (to 500 flight hours) only if a specific modification is applied, which creates a concentrated benefit for operators who invest in that approved fix (Requirement 3).\n- Opportunity costs and implementation risk: resources used for these inspections and repairs are not available for other maintenance; visual inspections may miss subsurface cracks (detection risk), creating residual safety risk unless repaired per approved methods (Requirement 1; Requirement 3).\n- Market and competition effects: the measure imposes a compliance cost equally on all operators of the affected models. It does not change ownership, transferability or operating rules beyond the inspection/repair obligations, though smaller operators with limited maintenance capacity may experience relatively higher operational impact.\n\nSource references in the directive\n\n- Inspection requirement and access methods: Requirement 1.\n- Repeat inspection requirement: Requirement 2 and Compliance (intervals not to exceed 100 flight hours).\n- Actions on detection of cracking and extension of interval after specific repair: Requirement 3.\n- Background and rationale: Background and Notes (references to ENAC and EASA AD 2008‑0015).\n\nPractical note for operators\n\n- Schedule an initial or repeat inspection in line with the directive and be prepared to remove firewall panels to gain access if required. If cracking is found, follow the approved repair route to return the aircraft to service and refer to the approved repair for any revised inspection interval (Requirement 1; Requirement 3).**"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
