The referenced LBA AD allowed for inspections prior to incorporation of the modification at a later date; however the date (31 August 1999) for incorporation of the modification has passed before the issue of this AD. Therefore this AD is intended to ensure that the modification has been incorporated. |\n\n![](image.001.png) \nJames Coyne \nDelegate of the Civil Aviation Safety Authority\n\n28 April 2006","sortOrder":0},{"sectionNumber":"AD/DO 328/62","sectionType":"part","heading":"AD/DO 328/62","content":"## AD/DO 328/62","sortOrder":1},{"sectionNumber":"Engine Controls - Cam Followers","sectionType":"part","heading":"Engine Controls - Cam Followers","content":"## Engine Controls - Cam Followers","sortOrder":2},{"sectionNumber":"6/2006","sectionType":"part","heading":"6/2006","content":"## 6/2006","sortOrder":3}],"analysis":{"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This is a standard, narrow Airworthiness Directive addressing a specific mechanical defect in specific aircraft. (See \"Requirement\".)\n- **Who it affects:** operators and owners of Dornier 328-100 aeroplanes with serial numbers 3005–3098 and specific additional serials listed (3100, 3103, 3104, 3106, 3107, 3109 and 3110). (See \"Applicability\".)\n- **Why it matters (claimed purpose):** wear of the power-lever cam follower can cause the flight-idle backup system to become inoperative because microswitches (21KF and/or 22KF) can be open when the power levers are at flight idle. The modification is intended to prevent that failure. (See \"Background\".)\n\n**What you must do and by when**\n\n- Unless already done, you must incorporate Dornier Service Bulletin SB-328-76-268 Revision 1 (or a later revision approved by the German aviation authority, LBA). (See \"Requirement\".)\n- The work must be completed within 30 days of the AD's effective date. (See \"Compliance\".)\n\n**How it works mechanically**\n\n- The AD mandates following a manufacturer service bulletin (SB-328-76-268 Rev 1 or later LBA-approved revision). That service bulletin describes the physical modification to the cam follower / power-lever mechanism intended to prevent microswitches from opening incorrectly at flight idle.\n- The AD does not provide alternative procedures other than using an LBA-approved later revision of the service bulletin.\n\n**Who pays and who decides**\n\n- Aircraft owners/operators pay for the inspection/modification, parts and labour, and for associated downtime. The operator chooses the maintenance provider and schedules the work but must use the service bulletin procedure (or a later LBA-approved revision). The Civil Aviation Safety Authority (via its delegate) issued the AD; compliance is mandatory for affected aircraft.\n\n**Trade-offs, costs and implementation risks**\n\n- Costs and downtime: the direct costs are parts, workshop labour and aircraft grounding time while the modification is done. Those costs are concentrated on the listed aircraft owners/operators.\n- Compliance burden: the AD is prescriptive — it mandates a specific service bulletin and a short 30-day compliance window, which can increase short-term scheduling pressure on maintenance providers and operators.\n- Supply/approval dependency: the AD relies on the Dornier service bulletin and on LBA (German authority) approval of any later revision. If parts or approved revisions are scarce or delayed, operators may face practical difficulties meeting the 30-day deadline.\n- Safety benefit concentration: the benefit (reduced risk of flight-idle backup failure) is concentrated on the small group of affected aeroplanes and their users; the costs are likewise concentrated on those operators.\n- Alternatives and substitution: a previously referenced LBA AD had allowed interim inspections and later incorporation of the modification. This AD removes that option and requires incorporation now, shifting behaviour from periodic inspection/later retrofit to immediate modification.\n\n**Notes on legal references and enforcement**\n\n- The AD references LBA AD 1998-344/3 and requires use of Dornier Service Bulletin SB-328-76-268 Rev 1 or later LBA-approved revision. Operators should confirm the exact work scope in the service bulletin and any LBA-approved revisions before scheduling maintenance.\n\n(Sections cited: Applicability; Requirement; Compliance; Background.)"},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
